According to Business Insider, in a statement on Telegram, the General Staff of the Armed Forces of Ukraine said that the Kilo-class submarine Rostov-on-Don was attacked in the port of Sevastopol. "The submarine sank on the spot. The destruction of the Rostov-on-Don once again proves that there is no safe place for the Russian fleet in the territorial waters of Ukraine in the Black Sea," the General Staff said.

Business Insider could not independently verify this claim, and the Russian Ministry of Defense has yet to comment on the information.

In a separate statement on August 4, newly appointed Sevastopol Governor Mikhail Razvozhayev made no mention of the Ukrainian information. “Everything is quiet in the city,” he wrote, warning of an upcoming military exercise.

According to the Ukrainian military, the B-237 Rostov-on-Don submarine is one of four Kilo-class submarines capable of using Kalibr missiles.

This is not the first time the B-237 Rostov-on-Don submarine, believed to be worth $300 million, has been targeted since the Russia-Ukraine conflict broke out in February 2022.

In September 2023, the British Ministry of Defense said the submarine may have been severely damaged after a missile attack on a shipyard in Sevastopol.

“Any attempt to return the submarine to service would likely take years and cost hundreds of millions of pounds,” the UK Ministry of Defence said at the time.

Despite having no traditional navy, Ukraine has made some significant advances in fighting the Black Sea Fleet. Many of the Russian fleet’s ships have been forced to move east from the naval base in Sevastopol to Novorossiysk. Moscow is also believed to have lost several key warships, including its flagship Moskva.

In addition to attacking the submarine, the General Staff said Ukrainian forces also seriously damaged four S-400 air defense missile launchers.

Frederik Mertens, a former strategic analyst at the Hague Center for Strategic Studies, previously said that by targeting Crimea and defense systems like the S-400, Ukraine could be preparing the ground for the deployment of F-16 fighter jets. Ukraine received its first F-16 fighter jets in early August and officially put them into service.
