The incident comes after Russia launched a major air strike in the war in Ukraine on Friday. Ukraine said more than 31 civilians were killed and 160 others were injured in Russian air strikes.

Soon after, Ukraine launched retaliatory attacks on Russian territories. The governor of the Bryansk region, also in southern Russia, said six Ukrainian drones had been shot down.
A statement from the Russian Defense Ministry said units in the Belgorod region had thwarted "an attempt by the Kiev authorities to carry out a terrorist attack", with 13 missiles shot down.
Vyacheslav Gladkov, governor of the Belgorod region on the border with Ukraine, said one man was killed when a house was attacked. Four people were being treated for injuries. He said 10 private homes were damaged and the water supply in the city of Belgorod was disrupted.
The Ukrainian armed forces posted video on Telegram of the sky above Belgorod, showing at least one building on fire. In the Bryansk region, Governor Alexander Bogomaz reported that “another Ukrainian terrorist attack has been thwarted.” He said there were no casualties.
