On the morning of September 19, the Provincial People's Committee held a meeting to discuss the contents submitted to the Provincial People's Council at the 2023 thematic session (15th session) and other contents within its authority.

The conference focused on discussing the contents of the Submissions and draft Resolutions submitted to the Provincial People's Council. Including: Submission and draft Resolution approving the policy of converting forest use purposes to other purposes to implement projects in 2023 in Ha Nam province (Department of Agriculture and Rural Development); Submission and draft Resolution on the list of projects requiring land recovery, projects converting the use purpose of less than 10 hectares of additional rice land in 2023 in Ha Nam province (Department of Natural Resources and Environment).

At this meeting, delegates also focused on discussing the contents of the Reports and draft Resolutions on stopping the implementation of 2 projects (Le Cong Thanh Street Construction Investment Project Phase 3; Project to upgrade and renovate the Office of the District Party Committee, People's Council, and People's Committee of Binh Luc District); Reports and draft Resolutions on adjusting investment policies for public investment projects (07 projects); Reports and draft Resolutions on public investment plans (04 Resolutions) of the Department of Planning & Investment and other contents under their authority.

At the conference, delegates also heard a report on the results of implementing the socio-economic development tasks in the first 9 months; directions and key tasks for the fourth quarter of 2023. According to the assessment, although the province's socio-economic situation faced many difficulties, it was basically stable, export activities increased quite well; trade, service sectors, and business activities gradually recovered; the epidemic situation in the province was basically controlled. The total product in the province is estimated to increase by 7.3% over the same period in 2022; the agricultural production value reached nearly 6,146 billion VND, reaching 71.5% of the annual plan; The industrial production value increased by 14.6% over the same period, reaching 70.6% of the annual plan; The budget revenue is estimated at 8,402 billion VND, reaching 62% of the local estimate; Total export turnover of goods is estimated at 5.3 billion USD, reaching 82.8% of the yearly plan; Tourism revenue reached 98.06% of the yearly plan...

Concluding the conference, comrade Truong Quoc Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation agreed on the content of the submission and draft Resolution submitted at the conference. The Chairman of the Provincial People's Committee emphasized: The investment project to build a parallel road on both sides of Ring Road 5 - Hanoi Capital Region (phase 1), from Tuong Linh commune, Kim Bang district (bordering Hanoi) to the intersection with Le Cong Thanh road, phase 3 (68m road) and the section from Phu Thu intersection to the intersection with the road connecting the two highways in Binh Nghia commune, Binh Luc district is a very urgent and important project, requiring investment to help connect the East - West of the province when put into operation. Particularly for the 2 completed projects, the relevant units are required to complete the settlement documents and hand over to local management. For projects with extended capital allocation time, it is recommended that competent authorities review according to regulations to report at the year-end provincial People's Council meeting.

Regarding the direction and tasks of socio-economic development in the fourth quarter of 2023, it is necessary to review revenue sources to ensure correct and sufficient collection; focus all resources on implementing site clearance for framework infrastructure projects, public investment, industrial park and cluster projects, and urban projects that promote socio-economic development.
