
The 20th session of the 16th Provincial People's Council is the 4th session of the year. Thus, from the beginning of the year until now, on average, a session has been held every 2 months. This shows that the volume of work and content that the Provincial People's Council needs to decide is very large and demonstrates the close, timely and effective coordination and support of the Provincial People's Council for the management activities of the Provincial People's Committee in implementing assigned tasks to ensure the completion of the goals of 2024 as well as of the entire 2021 - 2025 term.
At this session, the delegates of the Provincial People's Council actively discussed, analyzed, evaluated, and contributed to the reports and submissions of the Provincial People's Committee at the session. Most opinions highly appreciated the drastic participation of the Provincial People's Committee, the efforts of all levels, sectors, the business community, and the people. At the same time, the delegates also shared the difficulties and challenges, and pointed out the shortcomings and limitations.

Socio-economic development results have not met expectations!
Implementing Resolution No. 48 of the Provincial Party Committee and Resolution No. 58 of the Provincial People's Council on the socio-economic development plan for 2024, from 25 groups of targets assigned by Resolution No. 58 of the Provincial People's Council, the Provincial People's Committee has concretized them into 42 specific targets. The set targets are at a very high level of striving and require drastic and close direction to be completed.

During the operation process, we found that there were intertwined advantages and difficulties.
Some of these advantages are that the Central Government continues to pay great attention to Lao Cai and the border provinces in the Northern Midlands and Mountains region with major orientations and policies. In which, Lao Cai has been identified as a growth pole and a connecting center between Vietnam, ASEAN and the Southwest region of China.
Many proposals on strategic trade connections such as the high-speed standard gauge railway from Lao Cai to Hai Phong are increasingly being realized through the joint statement of the two General Secretaries and meetings between the two countries’ senior leaders. This is a great opportunity for Lao Cai to make a breakthrough in development in the coming period.
Foreign relations between Yunnan province (China) and all levels and sectors of the neighboring country have been strengthened and expanded in a substantial, increasingly practical and effective manner, thereby promoting trade and tourism activities.
Many important economic regulations, guidelines and policies have been implemented by the Central Government and the Government in a drastic and timely manner, creating conditions to remove difficulties for the economy. Notably, the Northern Midlands and Mountainous Region Planning has been approved by the Prime Minister, and is expected to have many specific mechanisms, especially on infrastructure mechanisms, border gate economic zone development, forest management, water resources and social security.
The regular leadership and direction of the Provincial Party Committee; the close coordination and strengthening of the Provincial People's Council have promptly issued, adjusted and supplemented many practical, thorough, appropriate and quality mechanisms and policies; the direction and administration of the Provincial People's Committee have been more drastic, regular and comprehensive; sectors and levels have strengthened coordination in implementing important economic and social tasks of the province. Therefore, although economic indicators are not as high as expected, they have all increased compared to the same period in 2023 and many of the province's ranking indicators have also increased at a high level compared to the previous year.
Some of those difficulties are that, in addition to the general difficulties due to the complicated developments in the world affecting our country and localities, the province's internal economy has not yet strongly recovered after the pandemic.
Difficulties of industrial projects have not been resolved synchronously; import-export activities have not created breakthroughs, are still fragmented and small-scale, have not connected businesses and good industries, logistics costs are still high, digital border gates are only in the initial stages, not yet fully connected.
Other problems related to institutions, policies and regulations have not been resolved...
This led to the province's economic growth being lower than the target and expectations, in which the industrial sector had a relatively low growth rate, especially hydropower and mining industry, two strong sectors of the province, but growth was lower than the same period.
From the advantages, difficulties and results achieved in the first 6 months of the year, the Provincial People's Committee recognized that there were both subjective and objective causes. However, the Provincial People's Committee seriously acknowledged and found that the subjective causes were the main ones, especially the operations and coordination between departments, branches and localities were not really smooth, specific and clear, in some cases, they were overly cautious, not taking full advantage of recovery and development opportunities from inside and outside the province. The responsibility of leaders and competent persons in some cases has not been fully promoted. A number of implementing officials still have the mentality of avoiding, fearing responsibility, fearing mistakes in performing public duties under their authority, leading to failure to ensure, affecting the progress and efficiency of work...
In addition, there are other difficulties and problems that the People's Council delegates, People's Council committees and voters have pointed out. The Provincial People's Committee would like to seriously consider the opinions to continue promoting the results, overcoming the limitations and problems; improve the effectiveness and efficiency of management and operation, and make more efforts to join the entire Party Committee to successfully complete the tasks set for 2024 and the entire term.


Some tasks and solutions for the last 6 months of 2024 and the coming time
There is not much time left from now until the end of the term, but the requirements and goals are still very large. The Provincial People's Committee has focused on operating and implementing key tasks with the following 3 main contents:
First, focus on promoting economic growth with the highest goal, focusing on: investment - import-export - consumption.
Second, pay more attention, give regular, appropriate and substantial direction to cultural and social fields, do not let economic difficulties affect cultural and social fields, especially education, health care, employment, housing, clean water, information, social insurance... These are the resources for the sustainable development of the province.
Third, continue to ensure national defense and security, improve and promote the effectiveness of foreign affairs work and activities.

In the coming time, the Provincial People's Committee will focus on selecting 10 contents to organize implementation, both ensuring the completion of the 2024 goals and creating a premise for the following years.
Content 1: State budget collection in the area
Currently, 52% of the central budget has been collected, but according to the provincial People's Council's budget, it is still low, only about 40%.
Although it increased by 38% compared to the same period last year, the target of reaching 12,800 billion VND is extremely difficult. However, with high determination, the Department of Finance, Tax and Customs agencies and districts, towns and cities must focus on directing to complete this target.
Content 2: Disbursement for basic construction and national target programs
According to statistics from the Ministry of Finance, Lao Cai province ranks 3rd out of 63 provinces and centrally-run cities in terms of capital construction disbursement. The problem is that, in addition to striving for disbursement, projects must be put into use soon to promote efficiency, especially transportation, health and education projects.
Site clearance, difficulties in construction material sources, and administrative procedures related to basic construction will continue to be focused on to ensure progress and promote the effectiveness of projects.
Regarding national target programs, only nearly 6% of the total VND1,400 billion has been disbursed from public capital. This is the biggest bottleneck in the process of implementing hunger eradication and poverty reduction in extremely difficult areas according to national target programs.
In the coming time, it is recommended that the Secretaries of the District Party Committees, Town Party Committees, and City Party Committees who are Heads of the Steering Committees of the 3 national target programs focus on directing because currently the entire workload of the national target programs basically belongs to the district level.
Content 3: Focus on some key projects of strategic significance such as Sa Pa Airport Project and connecting projects: Ban Vuoc Bridge, Kim Thanh - Ngoi Phat Road, IC18, IC19, Tran Hung Dao Road extension. These are projects assigned by the Ministry of Finance and the Prime Minister.
Content 4: Hanoi - Lao Cai railway project - this project will be given priority for investment. This is a national key project so it is necessary to prepare in advance the route, survey, compensation and site clearance, construction of resettlement areas, etc.

Content 5: Investing in building technical infrastructure for industrial parks and industrial clusters. This is one of the reasons for losing opportunities to attract investment because there is no space to introduce to investors.
The province will direct the focus on completing the planning and investing in 4 industrial parks including: Vo Lao, Cam Con, Ban Qua, Coc My - Trinh Tuong; industrial clusters in Lao Cai city, Bao Thang, Van Ban... From there, forming a ground to attract investment.
Content 6: Logistics projects
Currently, Lao Cai has 5 logistics enterprises, but they are fragmented, small, have low budget revenue, and cannot connect businesses or product lines.
Lao Cai must focus on investing in an area of about 120 hectares to attract strategic investors, promote industry connections, and increase import-export value in the province.
Content 7: New rural construction
Maintain the results of 62 communes meeting new rural standards, strive to have 10 more communes recognized as meeting new rural standards in 2024. In the immediate future, Muong Hoa commune of Sa Pa town will be recognized this July.
Content 8: Housing
The Provincial People's Committee directed under the direction of the Prime Minister. Most recently, the Provincial Party Secretary also signed Resolution No. 50 on housing support for poor households, near-poor households, policy families and meritorious people.
Regarding social housing, the Prime Minister assigned the province to build about 3,200 units in the 2020-2025 period and another 4,200 units in the 2025-2030 period. The province has approved 2 social housing projects with a total of about 4,700 units; in the next period, it will continue to approve 3 more projects to ensure that the target assigned by the Prime Minister is met and exceeded.
The Provincial People's Committee has also reported to the Provincial Party Committee to set aside about 70 hectares of land to implement social housing projects in the province. It can be affirmed that the province has paid special attention to social housing construction.
The province is also determined to eliminate temporary and dilapidated houses with about 8,000 houses belonging to 3 groups: poor households, near-poor households, policy families, and meritorious people. In August, the Provincial People's Committee will submit to the Provincial People's Council at the meeting to resolve arising work to issue a Resolution on support levels.
Content 9: Promoting the implementation of Project 86 on forest ownership assignment to organizations
The Provincial People's Committee will vigorously implement this project, first of all assigning forest ownership to organizations (11 organizations). Then, propagandize and mobilize households, especially those with forest areas in areas that enjoy forest environmental service protection policies but have not yet paid for about 160 billion VND. How to both implement forest ownership assignment and release resources so that people can receive support money for forest protection.
Content 10: Attracting investment projects and monitoring investment
The Provincial People's Committee continues to introduce mechanisms, policies and create a platform to continue attracting investment. In the first 6 months of the year, the province attracted about 5,600 billion VND in investment, 50 times higher than the same period in 2023, but compared to the requirements and the contributions to growth from investment attraction, it has not yet met the requirements.
To carry out the above key tasks, the Provincial People's Committee will focus on 5 groups of solutions:
Firstly, innovate the management, working and coordination methods of units, without avoidance. With the spirit of not shirking responsibility, promoting the role and responsibility of leaders in localities, departments, branches, etc.
Second, promote the building and improvement of institutions.
Third, continue to synchronously and resolutely implement solutions to improve the investment and business environment and remove difficulties for enterprises with a high sense of responsibility.
Fourth, focus on the grassroots.
Fifth, proactively and effectively implement inspection, supervision and monitoring work in accordance with the principles and requirements with the motto "prevention is key".

With a receptive spirit, the Provincial People's Committee would like to receive and absorb all the feedback from voters, contributions from the Provincial People's Council delegates, the Provincial People's Council committees, and the Vietnam Fatherland Front of the province to continue to supplement and adjust the direction and administration work in the last 6 months of 2024 and the following years; strive to complete the 2024 plan targets at the highest level, creating a foundation for successful implementation of the goals and tasks set out in the Resolution of the 16th Provincial Party Congress.
