At the launching ceremony, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council highly appreciated the achievements of agencies, units and localities in the patriotic emulation movement in 2023. He emphasized: "This is an important premise, adding motivation and strength for us to successfully implement the Resolution of the 22nd Provincial Party Congress and the tasks and goals for 2024".

On behalf of the Provincial Emulation and Reward Council, the Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council launched the patriotic emulation movement in 2024 and requested heads of agencies, units, localities and emulation blocs of the province to focus on implementing well a number of key contents of emulation and reward work in 2024. That is: Continue to promote the dissemination, propaganda and implementation of the Party's guidelines and policies, the State's policies and laws on emulation and reward; Innovate emulation and reward work and promote emulation to successfully carry out the annual and 5-year socio-economic development tasks for the period 2021 - 2025. In particular, thoroughly grasp and implement the Law on Emulation and Reward, effective from January 1, 2024, so that emulation and reward work is truly a driving force and measure to contribute to strengthening the building of a clean and strong Party and political system, creating a stronger change in the awareness and thinking of Party committees at all levels, authorities, the Vietnam Fatherland Front, political and socio-political organizations at all levels, emulation blocs and the people, especially enhancing the responsibility of setting an example for the heads of agencies, units and localities in implementing emulation and reward work.

Agencies, units, localities, organizations and enterprises in the emulation blocs focus on completing and seriously and effectively implementing the contents and tasks set out in the Action Program and the Full-Term Work Program of the Provincial Party Executive Committee, the Provincial Party Standing Committee, the Provincial People's Council and the Provincial People's Committee, concretizing them into targets and tasks of each agency and unit associated with the orientation, viewpoints, goals and major tasks of strategic nature, shaping the development of our province for many future stages.

Continue to effectively implement the Provincial People's Committee's Plan to implement patriotic emulation movements launched by the Prime Minister in conjunction with promoting "Studying and following Ho Chi Minh's ideology, morality and lifestyle", creating a vibrant and widespread emulation atmosphere, contributing to maintaining political security, social order and safety, ensuring the successful completion of political tasks and professional tasks of agencies, units and localities, focusing on: Emulation movements "The whole country joins hands to build new rural areas", "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste", "For the poor - No one is left behind", "Cadres, civil servants and public employees compete to practice a civilized office lifestyle", "The whole country competes to build a learning society, promoting lifelong learning in the period 2023 - 2030". Promote the implementation of the Project "Propaganda of typical advanced examples for the period 2022-2025"; activities to celebrate the 10th anniversary of Trang An Scenic Landscape Complex being recognized by UNESCO as a World Cultural and Natural Heritage (2014 - 2024).

Improve the quality of commendation work, ensure accuracy, timeliness, publicity, transparency, educational effect, set an example, create a spread in social life. Launch and organize emulation movements to achieve achievements to celebrate major holidays of the year. Widely propagate to cadres, party members and people of all walks of life about patriotism and national pride.

Determined to successfully implement the 2024 Working Theme of the Provincial Party Executive Committee through specific movements and tasks. Agencies, units and localities in the whole province focus on tightening discipline and administrative discipline, enhancing responsibility, proactiveness and positivity in performing public duties of cadres, civil servants and public employees. Promote scientific research, technology development and innovation, especially in the activities of enterprises in the province.

Promote the role of the Vietnam Fatherland Front and socio-political organizations, unions and people of all walks of life to consolidate and strengthen the great national unity bloc, create unity in performing political tasks and a spirit of enthusiastic emulation in organizing and implementing emulation movements.

The Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council requested: Members of the Provincial Emulation and Reward Council, heads of emulation blocks and heads of agencies, units and localities continue to lead and direct the development of plans and organize the launching and implementation of emulation movements in 2024 with a vibrant, widespread and practical emulation spirit, contributing to the successful implementation of the tasks of Party building, building a strong political system; comprehensive socio-economic development in 2024.

After the emulation launching session by the Chairman of the Provincial People's Committee, the Chairman of the Provincial Emulation and Reward Council, the heads of the province's emulation blocks signed the agreement to implement the emulation movement in 2024.
