On the morning of January 14, Mr. Nguyen Thien Van - Vice Chairman of the Provincial People's Committee chaired a meeting and worked with the delegation of the Korea International Cooperation Agency (KOICA) led by Mr. Jung Jaewoo, Deputy Country Director of KOICA Vietnam Office, regarding the Urban Drainage and Wastewater Treatment System Project, Buon Ho Town, Phase 1.
Attending the meeting were also representatives of relevant departments, branches and leaders of Buon Ho Town People's Committee.

At the meeting, the People's Committee of Buon Ho town gave a preliminary introduction to the Urban Drainage and Wastewater Treatment System Project of Buon Ho town, Dak Lak province, phase 1. Accordingly, from 2025 to 2028, compensation, resettlement support, and site clearance will be carried out for the construction area of wastewater transfer pumping stations and the centralized wastewater treatment station area.
Construct a wastewater collection system separate from the rainwater drainage system in the inner-city areas of the town (collection areas include Dat Hieu, An Binh, An Lac, Thong Nhat and Thien An wards). The total length of wastewater collection and transmission pipelines, including pressurized and non-pressurized pipelines, is 30 km. The volume of household drainage connection pipelines with a total length of 37.9 km.

The system will collect wastewater from households, businesses, agencies and organizations in Buon Ho town. The number of households connected and directly benefiting from the project by 2032 is about 2,900 households.
The system will minimize negative impacts on the health of residents and reduce environmental pollution caused by wastewater that has not been collected and treated before being discharged into the environment. Fundamentally improve the living environment of the urban area, improve the health of people, especially ethnic minorities, and contribute to sustainable economic development in Buon Ho town.
Thereby, improving people's living conditions through improving environmental sanitation services; raising awareness, changing behavior and consciousness of the community in protecting the environment in the area; promoting industrialization and modernization in the town and contributing to the overall sustainable socio-economic development of Dak Lak province...

The financial source for implementing the Project is non-refundable ODA capital from KOICA and counterpart capital from Dak Lak province's budget with a total expected investment of over 9.9 million USD.
According to Mr. Dang Gia Duan - Chairman of Buon Ho Town People's Committee, through the survey from January 8 to January 13, 2025, the KOICA working group, Buon Ho Town People's Committee and related units conducted field surveys at pumping stations No. 1 in Dat Hieu Ward, No. 2 in An Binh Ward, No. 3 in An Lac Ward and the area where the wastewater treatment plant is expected to be located in Ea Sien Commune. The two sides discussed the standards for discharge into the environment after treatment for irrigation for agriculture (there are separate standards for irrigation for agriculture). The construction of the Project will help the locality thoroughly treat wastewater, protect the urban environment of the town and the regional environment; improve the living conditions of the people and the urban landscape. At the same time, the Project Phase 1 coming into operation will contribute to meeting the criteria of a type III urban area according to the plan before 2030 of Buon Ho town; create a premise for the expansion of the next phase to achieve the goal of 100% of wastewater from households, businesses, administrative agencies, schools being collected and thoroughly treated...

To implement the project on schedule, the Town People's Committee requests the Provincial People's Committee to propose the Ministry of Planning and Investment to soon issue a written opinion on the Report proposing investment policy for the Urban Drainage and Wastewater Treatment System Project of Buon Ho Town, Dak Lak Province, Phase 1; the Department of Planning and Investment to soon consider signing a Memorandum of Understanding on development cooperation between the Korea International Cooperation Agency (KOICA) and the Dak Lak Provincial People's Committee to have a basis for implementing the next steps to ensure the overall progress of the Project; soon assign the task of being the investor to the People's Committee of Buon Ho Town so that the investor can promptly implement the investment preparation steps.
Mr. Jung Jaewoo, Deputy Country Director, KOICA Vietnam Office, said that the Project has been approved by the Korean Government, with an implementation period of 2025-2029, with a total support budget of 9.2 million USD from the Korean Government; at the same time, he committed to always accompany and support the Project to the fullest extent so that it can be implemented successfully and most effectively. After handing over the project, the Korean side will continue to send experts to support the town in operating and managing the system.
Speaking at the meeting, Mr. Nguyen Thien Van - Vice Chairman of the Provincial People's Committee thanked the Korean Government and KOICA Vietnam Office for supporting the Urban Drainage and Wastewater Treatment System Project in Buon Ho Town. Based on the cooperation foundation in the past time, the Provincial People's Committee will coordinate with ministries, branches and specialized agencies to speed up the progress of legal procedures, sign memorandums of understanding and arrange counterpart budget capital to implement investment preparation steps to ensure the overall progress of the Project.
