On the morning of January 17, a working delegation from the Ministry of Agriculture and Rural Development led by Deputy Minister Phung Duc Tien worked with the Provincial People's Committee on the implementation of the EC's recommendations on combating illegal, unreported and unregulated (IUU) fishing; and the progress of the Thuy Tan fishing port construction investment project (Thai Thuy). Receiving and working with the delegation were Mr. Lai Van Hoan, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee and representatives of relevant departments and branches.

Comrade Phung Duc Tien, Deputy Minister of Agriculture and Rural Development, spoke at the meeting.

To date, Thai Binh province has 725 fishing vessels registered on the VNFishbase system, with about 2,236 workers participating in fishing. Fishing licenses have been issued to 677/725 fishing vessels, reaching 93.37%; the number of operating vessels equipped with voyage monitoring devices is 173. The Department of Agriculture and Rural Development has shared 19 tracking accounts with the Border Guard, the Office of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue and the two districts of Tien Hai and Thai Thuy to proactively monitor fishing vessel activities and coordinate search and rescue when fishing vessels have incidents at sea. To date, Thai Binh province has not detected fishing vessels or fishermen violating foreign waters or being arrested by foreign authorities. Control of fishing vessels entering and leaving ports and law enforcement in the field of fisheries have been strengthened.

Regarding the Thuy Tan fishing port construction investment project, up to now, the Project Management Board of the Ministry of Agriculture and Rural Development has coordinated with relevant units of the province to agree on the assignment and receipt of construction boundary markers for the Thuy Tan fishing port project, located in An Tan commune, Thai Thuy district. The construction boundary markers are handed over as a basis for reporting to relevant levels to establish land use planning, land use planning, site clearance, and detailed planning 1/500, etc.

Speaking at the meeting, the Vice Chairman of the Provincial People's Committee thanked and highly appreciated the attention and direction of the Ministry of Agriculture and Rural Development on the implementation of the fight against IUU fishing in Thai Binh province; removing difficulties in implementing the investment project to build Thuy Tan fishing port. Immediately after the meeting, the Provincial People's Committee will hold a meeting and direct the sectors to resolve the remaining issues, remove the problems related to the fight against IUU fishing; building Thuy Tan fishing port that the working delegation has raised.

Based on the report of Thai Binh province and the comments of the members of the working group, Deputy Minister Phung Duc Tien suggested that the province continue to strictly implement the fight against IUU fishing. In particular, it is necessary to strengthen the implementation of preventive measures, not allowing fishing vessels to violate the fishing regulations in foreign waters, focusing on the traceability of aquatic products from exploitation. Focus on reviewing the number of fishing vessels, strictly managing people and fishing vessels when entering and leaving ports. Relevant forces must coordinate to review inspection work, update fishing logs, record port entry and exit procedures, output, and fishing date and time. Continue to promote propaganda work, sign commitments with ship owners and captains, not allowing fishing vessels to encroach on foreign waters. It is necessary to create consensus among fishermen so that the fight against IUU fishing can achieve results.

Regarding the progress of the Thuy Tan fishing port construction investment project, the Deputy Minister requested the province to agree on the specific location, site clearance, architectural space must be in harmony with the planning space and need to do a good job of environmental impact assessment. The Provincial People's Committee directed relevant units and consulting units to ensure the progress and legal regulations when implementing the project. This is a meaningful project contributing to the economic and social development of Thai Thuy district in particular and Thai Binh province in general.
