Provincial People's Committee inspects the progress of implementing National Target Programs in Lac Son district

The working delegation of the Provincial People's Committee inspected the cultural house project in Roc Khum hamlet, Van Son commune, Lac Son district.

According to the report of the People's Committee of Lac Son district, for the National Target Program on New Rural Construction, from 2021 to 2023, the district has assigned the Department of Agriculture and Environment to implement 51 projects with a total investment of over 71 billion VND. Up to now, 100% of the volume has been completed and disbursed in accordance with regulations. The People's Committees of communes were assigned to be investors of 23 projects with a total investment of 15.6 billion VND, which have completed the construction volume and conducted final settlement according to regulations. In 2025, it is expected to start construction of 10 new projects with a total investment of over 6 billion VND. In addition, the locality is actively implementing support projects for new rural communes and infrastructure for agricultural production and processing.

For the National Target Program on Sustainable Poverty Reduction, the total capital for the 2021-2024 period of the district is over 56 billion VND, of which over 51.7 billion VND has been disbursed. For the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas, the total investment capital for the 2021-2025 period in the district is over 204 billion VND, of which over 160 billion VND has been disbursed; the career capital is over 121 billion VND, of which 113 billion VND has been disbursed. The district aims to complete the disbursement of both capital sources by May 31, 2025.

In addition to the achieved results, the implementation of the National Target Programs in Lac Son district still faces difficulties. For example, the socio-economic development program for ethnic minority and mountainous areas is still slow due to lack of funds for compensation and site clearance; some projects have to repeatedly mobilize people to donate land, affecting the implementation progress. Poverty reduction work is not sustainable, many poor and near-poor households are the beneficiaries, and there is no effective poverty reduction model.

At the meeting, the leaders of Lac Son District People's Committee reported on the progress of the Canh Tang reservoir project - an important project serving agricultural development and people's daily life. The district is striving to complete the site clearance work before April 30.

The working group members discussed the existing problems and difficulties and proposed solutions to speed up the implementation of the National Target Programs in Lac Son district.

Concluding the working session, Mr. Dinh Cong Su, Vice Chairman of the Provincial People's Committee, requested the People's Committee of Lac Son district to review the contents of the National Target Programs; if the implementation process is unclear, it is necessary to coordinate and discuss with relevant sectors to unify the implementation. Urgently implement the Provincial People's Committee's document on instructions for handling assets, finance, and state budget when reorganizing state administrative units. If any program cannot be disbursed, report and propose to transfer capital to another program; do not leave outstanding debts of National Target Programs.

For the Canh Tang Lake project, Lac Son district is required to direct the resolution of problems, especially the site clearance for the construction of the canal system. For projects to overcome the consequences of natural disasters, the district People's Committee directs agencies to urgently carry out tasks according to procedures and regulations, and complete them before the flood season.
