The Provincial People's Committee held a meeting to appraise the land use planning for the 2021-2030 period and the land use plan at the district and city levels.

On November 23, Comrade Le Huyen, Vice Chairman of the Provincial People's Committee chaired a meeting of the Council for appraisal of land use planning (SDĐ) for the period 2021-2030 and annual SDĐ plan of Phan Rang - Thap Cham City and Thuan Bac District.

To implement the local socio-economic development goals, in 2023, Phan Rang - Thap Cham City has 107 projects and works (DA), of which 57 have land allocation decisions and are being implemented, 50 projects and works have not been implemented. The city has changed the land use purpose of 547 plots of land for individuals and families, with an area of 25.6 hectares; changed the land use purpose from agricultural land (A) to non-Agricultural land according to the approved plan of 31.79 hectares; converted non-Agricultural land that is not residential land to residential land of 1.80 hectares. Regarding land recovery, the city has recovered agricultural and non-agricultural land to implement projects and works of 28.47 hectares... Regarding the land use plan in 2024, the city has implemented 96 projects and works; Converting agricultural land to non-agricultural land 319.59ha; non-agricultural land that is not residential land converted to residential land 3.56ha; exploiting unused land 19.24ha...

For Thuan Bac district, in 2023, the district will implement 70 projects, of which 13 have been implemented and 57 projects have not been implemented. The district has reclaimed 24.45 hectares/10 projects; converted 119.71 hectares of agricultural land to non-agricultural land; converted 1,615 square meters of household and individual land use purposes; converted 4.54 hectares of other agricultural land of households and individuals. Regarding the land use plan for 2024, Thuan Bac district will continue to implement 50 projects; converted 146.13 hectares of agricultural land to non-agricultural land to implement projects; the area of land to be reclaimed is 108 hectares...

Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested the People's Committees of Phan Rang - Thap Cham City and Thuan Bac District to absorb the comments of the members of the Appraisal Council, make amendments, and complete them for submission for approval according to regulations. The work of land use planning must comply with the provisions of land law, strictly ensuring that the land use plan must be included in the land use planning, ensuring that it is consistent with the indicators in the district-level land use planning, accurate in terms of the location of works and projects; ensuring the list of land recovery and conversion of land use purposes for rice cultivation is being submitted by the Provincial People's Committee to the Provincial People's Council for approval. Localities review the land use indicators registered for implementation in 2024. For projects not subject to land recovery by the State, the People's Committees of the city and Thuan Bac District, based on the approved land use planning, need to proactively review projects and works that have been included in the land use plan for more than 3 years and have not been implemented; If it is not feasible to implement, consider and remove it from the 2024 land use plan to ensure effective implementation. For the need to change the land use purpose of households and individuals, localities need to review and include it in places that are eligible to change the land use purpose for households and individuals to avoid the case where it is included in the list but when people submit their application to change the land use purpose, it is not resolved because the conditions are not met. The People's Committee of the city and Thuan Bac district supplement the content of the socio-economic development orientation in 2024 of the localities to have a basis for assessing the suitability of the land use plan with the socio-economic development plan.
