Provincial People's Committee meeting in April 2025

On the morning of April 22, under the chairmanship of comrade Vuong Quoc Tuan, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee held the April meeting. Attending the meeting were comrades: Tran Thi Hang, Member of the Provincial Party Standing Committee, Permanent Vice Chairwoman of the Provincial People's Council; Tran Thi Van, Deputy Head of the Provincial National Assembly Delegation; leaders of the Provincial People's Committee, members of the Provincial People's Committee and leaders of departments, branches, sectors and localities.

Conference Overview

The meeting focused on discussing and giving opinions on the Project to reorganize Bac Ninh and Bac Giang provinces, the Project to reorganize commune-level administrative units (DVHC) of Bac Ninh province in 2025. The merger of Bac Ninh and Bac Giang provinces is consistent with cultural traditions, history, customs, practices, beliefs and religions. Bac Ninh province (new) has 99 commune-level administrative units. After the merger, Bac Ninh province will continue to strive to build urban standards and criteria to become a centrally-run city according to the roadmap. Through public consultation, the total number of voters representing households of the two provinces agreeing is more than 781 thousand voters, reaching 98.21%, of which voters representing households of Bac Ninh province agreeing at 97.78%.

Regarding the Project on arranging communal administrative units, from the current 121 communes, wards and towns, Bac Ninh province plans to have 41 new communal administrative units including 20 wards and 21 communes, reducing 80 communal administrative units. Through public consultation, the total number of voters representing households agreeing reached 96.35%.

Emphasizing that this is a very important project, of long-term significance to the development of the new Bac Ninh province, the Chairman of the Provincial People's Committee requested that departments and branches need to uphold their sense of responsibility in researching and contributing ideas to complete the project. On April 22, departments and branches must send their comments on the Project to the Standing Agency of the Steering Committee for the Project on the arrangement and merger of provincial-level administrative units; thoroughly complete it before submitting it to the Provincial People's Council for consideration and approval. On that basis, the Departments of Home Affairs of the two provinces need to make specific adjustments in the Project, proposing that the Administrative Center of the new Bac Ninh province must create space for long-term, sustainable, breakthrough development, with the stature of a connecting center between landscape axes, key projects such as Gia Binh Airport, Ring Road 4 of the Hanoi Capital Region in the most convenient and modern direction; demonstrating the vision of building the new Bac Ninh city into a centrally-governed city before 2030. Regarding the arrangement of commune-level administrative units, it is necessary to respect people's opinions to ensure that the arrangement receives consensus from the whole society.

Regarding public investment disbursement, by April 21, the whole province had disbursed more than VND 1,770 billion, reaching 25.5% of the capital allocated in detail at 3 levels; reaching 22.45% of the capital assigned by the Government and reaching 15.3% of the amount assigned in detail by the Provincial People's Committee and assigned to the District People's Committee.

The Chairman of the Provincial People's Committee requested that from now until May 30, localities and units must focus on the disbursement of public investment capital, especially key projects and site clearance projects. Investors with public investment portfolios that have been allocated funds must urge progress, and project management units must regularly monitor and require contractors to construct quickly but ensure the quality of the project.

For land projects that have cleared land, urgently consult to organize auctions before June 30. Projects that have not completed land clearance strive to have land before May 30. Localities synthesize unfinished projects to classify by nature and scale, and propose new investors after arranging administrative units.

The meeting focused on discussing and giving opinions on the following contents: Pilot model of one-level Public Administration Service Center under the Provincial People's Committee when implementing the two-level local government model; Technical and economic norms for guiding, receiving, digitizing records, and returning results of administrative procedure settlement in Bac Ninh province by enterprises providing public postal services; Adjusting the 2025 Land Use Plan of Tu Son city; List of projects requiring land recovery, projects requiring land use purpose change with rice-growing land area in 2025; Procedure for circulating records determining financial obligations on land of land users... and a number of other important issues.
