Provincial People's Committee held a meeting to listen to reports on activities in Vinh Hy and Bai Kinh areas.

On the morning of June 4, comrade Nguyen Long Bien, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired a meeting to listen to reports on activities in Vinh Hy and Bai Kinh areas, Vinh Hai commune (Ninh Hai). Attending were leaders of relevant departments, branches, localities and units.

According to the report of the Department of Culture, Sports and Tourism, Vinh Hy Bay currently has 5 floating rafts that do not meet the conditions but are still operating. Regarding water vehicles, there are currently 24 glass-bottom boats and 30 canoes that basically meet the conditions for vehicle records. In the Bai Kinh area, the border area between Ninh Thuan and Khanh Hoa provinces (Binh Hung island), there are about 5-6 jet skis, floating cages serving food and drinks, and some converted fishing boats used to transport tourists; most of the owners of the vehicles are not permanent residents of Ninh Thuan province. In addition, in this area, Thanh Trung Joint Stock Company organizes activities and collects fees from tourists when entering the area under the company's management; after inspection, Vinh Hai Commune People's Committee proposed to seriously stop the practice of parking and collecting fees.

At the meeting, representatives of relevant units said that due to the high demand for tourism activities, means of serving water entertainment and transporting tourists have developed strongly; however, some regulations on operating areas, water surface use... are not guaranteed, so these types of means are not allowed to operate, causing difficulties for organizations, individuals, and businesses that have invested in facilities and equipment; at the same time, limiting the types of tourism services, not fully exploiting the potential and advantages of the area. In addition, the Bai Kinh area is far from the administrative center of Vinh Hai commune, leading to difficulties in state management, especially sudden incidents that have not been handled promptly, posing many potential risks to safety, security, order and environmental sanitation.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested relevant departments, branches and the People's Committee of Ninh Hai district to continue to seriously implement the direction of the Provincial People's Committee in the following documents: Conclusion of Vice Chairman of the Provincial People's Committee Nguyen Long Bien at the meeting to listen to the report on the proposed management of activities in Vinh Hy Bay and Bai Kinh (Notice No. 390/TB-VPUB dated October 30, 2023); Official Dispatch No. 5148/UBND-KTTH dated December 7, 2023 of the Chairman of the Provincial People's Committee on strengthening the management of business activities, tourism services, and inland waterways in Vinh Hy Bay and Bai Kinh to ensure that the management of tourism activities and inland waterways in Vinh Hy Bay and Bai Kinh is strict and effective, creating a civilized environment and strictly complying with legal regulations. In particular, the Provincial People's Committee Office urgently consulted and registered a working session with Khanh Hoa province to unify the resolution of difficulties in demarcating the sea boundary between Bai Kinh, Vinh Hai commune and Binh Hung island (belonging to Khanh Hoa province) to facilitate the management of the operating area; strengthen inspection and strict handling of vehicles (jet skis, cages serving food and drink, converted boats carrying tourists...) that do not meet the operating conditions to ensure the safety of tourists when visiting Bai Kinh area, unify management solutions for organizations and individuals operating tourism businesses, especially the sea surface of the border area. Urgently complete the Project "Overall development of eco-tourism, resorts and entertainment in the Nui Chua National Park Marine Reserve" so that functional sectors and localities can implement related processes and procedures, thereby removing difficulties for businesses, putting business types into operation, contributing to diversifying services, attracting tourists to Vinh Hy Bay in particular and the whole province in general.
