At the meeting, the Department of Natural Resources and Environment and the Department of Construction reported on the work related to the issuance of legal documents guiding the implementation of the Land Law, Housing Law, and Real Estate Business Law under the province's authority. Accordingly, there are 59 contents related to the laws that need specific regulations for implementation in the locality. Currently, the draft regulations are mainly in the process of collecting opinions from departments, branches, and localities for supplementation and completion before submitting to competent authorities for approval and promulgation. Specialized departments and branches also informed about the progress of the issuance of legal documents as well as specific solutions for the early promulgation of these documents.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested relevant departments and branches to speed up the implementation of necessary tasks to promptly issue guiding documents for the above laws. For decisions of the Provincial People's Committee related to detailed regulations on assigned contents in the Law, relevant units need to speed up the appraisal process and submit to departments and branches for comments. The procedures for issuing documents need to be carried out in accordance with the correct process, shortened but strict, quality, ensuring feasibility, limiting problems when applying in practice. During the implementation process, it is necessary to further strengthen the coordination between specialized departments and branches; inherit the contents of existing documents, add new points to shorten the time as well as unnecessary work affecting the progress. It is necessary to select, prioritize the drafting and early promulgation of decisions with high demands for resolving administrative procedures, especially documents submitted to the Provincial People's Council to promptly resolve difficulties in state management. Departments and branches should proactively review progress, grasp the system and requirements to clearly assign tasks, people, responsibilities and deliverables; set timelines to strive to complete and soon promulgate documents to specify laws under the provincial authority as prescribed.
