The Provincial People's Committee held a meeting to listen to reports on public investment disbursement from specialized project management boards.

On September 14, comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting to listen to reports from specialized project management boards (PMUs) on public investment disbursement in 2023. Attending were Vice Chairmen of the Provincial People's Committee: Nguyen Long Bien, Le Huyen; leaders of departments, branches and localities.

According to the plan in 2023, the Provincial People's Committee assigned 4 specialized project management boards more than 1,900 billion VND, accounting for 63.5% of the province's total capital. As of August 31, 2023, the project management boards had disbursed 657.94 billion VND, reaching 34.6% of the plan. Specifically, the Project Management Board for Investment in Construction of Civil and Industrial Works disbursed 132.22 billion VND/6 projects, reaching 67.6%; the Project Management Board for Investment in Construction of Agricultural and Rural Development Works disbursed 135.44 billion VND/8 projects, reaching 42.2%; the Board for Capacity Building and Implementation of ODA Projects in the Water Sector disbursed 222.57 billion VND/1 project, reaching 30.5%; The Traffic Construction Investment Project Management Board disbursed 167.70 billion VND/4 projects, reaching 25.6% of the plan.

At the meeting, the project management boards raised a number of difficulties and obstacles in the disbursement of public investment capital such as: The process of completing procedures for approval, compensation and preparation of project construction design drawings is still slow; compensation and site clearance costs arise; the weather situation at the end of the year is complicated, affecting construction progress...

Concluding the meeting, the Chairman of the Provincial People's Committee acknowledged that the disbursement of public investment capital has changed, but is still slow compared to the set plan. He requested that the Project Management Boards urgently complete the procedures for approving construction drawing designs, ensuring the steps and procedures for adding compensation costs to the project to have a basis for capital disbursement. Relevant departments and branches focus on guiding investors to complete legal procedures according to regulations; actively follow the central ministries and branches to advise on timely transfer of capital plans assigned to projects; strengthen the implementation of measures to increase budget revenue to meet sufficient capital sources for the project.
