The Provincial People's Committee held a meeting to listen to a report on the proposed management of tourism and inland waterway activities in Vinh Hy Bay and Bai Kinh.

On October 25, Comrade Nguyen Long Bien, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired a meeting to listen to a report on the proposed management of tourism and inland waterway activities in Vinh Hy Bay and Bai Kinh (Ninh Hai). Attending were leaders of relevant departments, branches, localities and units.

According to reports from relevant authorities, Vinh Hy Bay currently has 5 illegal wooden rafts attached to licensed floating restaurants; except for the floating restaurant of Phat Hoang Long Company Limited, other restaurants in Vinh Hy Bay have not been granted a license to rent water surfaces. Regarding the management of jet skis and banana-pulling canoes, currently only 3/31 jet skis have been inspected and registered, the rest do not have papers and do not fully meet the operating conditions as prescribed. The organization of inland waterway traffic flows, through surveys, shows that there is currently an overlap between types of activities in the bay (anchoring between fishing boats and tourist boats, as well as the flow of passenger boats and fishing boats is not clearly defined); the anchoring position of fishing boats is unstable, causing much frustration for fishermen and tourists...

Based on the recommendations and proposals of relevant functional sectors, in order to rectify and overcome the shortcomings in the coming time, the Vice Chairman of the Provincial People's Committee requested the People's Committee of Ninh Hai district to preside over and coordinate with relevant agencies and units to organize inspections, suspend and completely dismantle spontaneous wooden rafts as mentioned above; organize propaganda and guide organizations and individuals with business activities in the marine reserve of Nui Chua National Park to comply with the Regulations on the management of the marine reserve of Nui Chua National Park and relevant legal regulations; not to allow the emergence of aquaculture cages in any form. At the same time, preside over and coordinate with relevant units to advise the Provincial People's Committee to issue regulations on the location, water depth, and scope of floating restaurant operations on Vinh Hy Bay (excerpt of specific coordinates of the scope and boundaries) to have a basis for granting licenses for water surface lease. Regarding the management of jet skis and banana boat pulling canoes, the Department of Culture, Sports and Tourism and the People's Committee of Ninh Hai district shall continue to propagate to relevant organizations and individuals to comply with regulations on conditions for jet ski operations at sea; absolutely do not organize jet ski operations without ensuring the prescribed conditions; continue to mobilize organizations and individuals to sign a commitment not to violate regulations related to jet ski operations at sea, resolutely handle violations to ensure safety for tourists and security and order in Vinh Hy Bay area. At the same time, review and advise on documents regulating the management of jet ski operations; adjust points of some regulations that are no longer consistent with new Circulars and Decrees. The Provincial Border Guard Command directed Vinh Hai Border Guard Station to strengthen inspection and strictly manage the inland waterway port operations at Bai Kinh, absolutely not allowing unqualified ships, canoes, and motorbikes to dock and regularly patrol and strictly handle unqualified inland waterway vehicles operating through Ninh Hai; strictly control tourists from going to Binh Hung Island for tourism purposes; coordinate and request Binh Ba Border Guard Station to strictly control people going to Binh Hung Island, handle unqualified inland waterway vehicles operating. The Department of Transport coordinated with the Provincial Traffic Safety Committee and the Investor to construct the project to install a buoy system to signal the separation of inland waterways in Vinh Hy Bay, speed up the investment progress, and soon put the project into operation and use according to the Plan; The Management Board of Nui Chua National Park has developed a plan to divide the water surface of Vinh Hy Bay, and at the same time coordinated with the Department of Natural Resources and Environment, local authorities and relevant units to release buoys to divide the mooring areas for boats in the bay area, ensuring that inland waterway traffic in the area is orderly, safe and clear...
