In implementing Project 06 in the province in 2024, local departments and agencies have seriously organized and implemented the project, basically ensuring the progress of the assigned contents and tasks. The Provincial People's Committee has paid attention to investing in and strengthening technical infrastructure and human resources participating in the implementation of the project, ensuring efficiency and cost-effectiveness. To date, 33 out of 43 tasks of Project 06 in 2024 have been basically completed (16 tasks implemented regularly, 17 tasks according to the roadmap); 10 tasks will continue to be implemented in the remaining months of 2024. Besides the achievements, there are still 3 groups of issues with slow progress, including: the digitalization group, the information technology infrastructure group, and the public services group.
Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial Task Force for Project 06, chaired the meeting.
Speaking at the meeting, the Chairman of the Provincial People's Committee directed the Provincial Project 06 Task Force to continue closely following the assigned contents and tasks of Project 06 as directed by the Government, the Government's Project 06 Implementation Task Force, and the Ministry of Public Security , to guide departments, agencies, and localities in implementing the remaining tasks for 2024. In particular, focus on thoroughly addressing the three remaining issues. Specifically, the Department of Information and Communications is tasked with urgently addressing the remaining issues in October to ensure the progress of deploying the electronic health record and issuing criminal record certificates through the VneID application; in November, advising the Provincial People's Committee on implementing a plan to prevent data loss and a plan to prevent malware, ensuring compliance with security and safety standards. The Department of Justice is directed to coordinate with the data entry unit to accelerate the digitization of civil registration data from the Civil Registration Book, ensuring the completion of the digitization of civil registration data. The Department of Natural Resources and Environment is accelerating the digitization of land data; the Department of Transport and the Department of Labor, War Invalids and Social Affairs have specific solutions, clearly defining responsibilities and timelines, to improve the rate of receiving and resolving essential public services. Regarding the rate of online public services, the goal is to reach 80% of the planned target by the end of 2024. Regarding improving the activation rate of Level 2 Electronic Identification, the police force continues to effectively play its role in disseminating information, guiding registration, receiving applications, and activating VneID electronic identification accounts. Regarding the implementation of Project 06 models, focus on maintaining the implementation of the 25 registered models, especially new models such as: the pilot AI camera model at the Provincial People's Committee headquarters; the smart medical kiosk model; the electronic health record deployment model; and the model for issuing criminal record certificates through the VneID application. At the same time, continue to organize propaganda, dissemination, and thorough understanding of the Party's guidelines and the State's policies on digital transformation based on population data; on the contents of Project 06, the Law on Identity Cards, and the features on VneID, especially the benefits and results achieved by the People's Police force, creating social consensus and encouraging people to participate in implementation.
