According to the preliminary assessment report of the Department of Agriculture and Rural Development, by September 15, storm No. 3 had caused damage. 75,567.1 hectares of forest in the province. Planted forests were damaged mainly by broken trunks, collapsed or uprooted. Of which, the area of ​​forest from 1-5 years old that was broken and felled, people will almost lose everything, unable to recover; for the area of ​​forest from 5 years old and above, about 40% of the investment value can be recovered.

At the meeting, forestry companies, the Protection Forest Management Board and local People's Committees proposed that the province consider allowing an increase in charter capital for forestry companies to borrow capital from commercial banks with sources of reproduction; extend debt from the coal industry's capital source for forest planting investment; extend insurance debt; and exempt one cycle of land tax.

At the same time, the Provincial People's Committee should soon issue guidelines for liquidating planted forests according to Resolution 337/2021/NQ-HDND "On the regulation of a number of specific policies to encourage sustainable forestry development in Quang Ninh province" to be piloted in Ha Long City and Ba Che District. It is recommended that the province soon provide forestry companies with watchtowers, fire blowers, and fire extinguishers according to the Project to improve the capacity of forest rangers in forest management, protection, and forest fire prevention and fighting in the province, especially now that the dry season is approaching and the ground cover after the storm is thick.

Localities and units must immediately implement the existing support policies of the province to support households, businesses and units investing in the forestry sector. From now on, the Department of Agriculture and Rural Development must urgently develop a Project to rebuild the forestry sector to report to the Provincial People's Committee.
