On the morning of November 11, comrade Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, chaired a meeting to listen to and give opinions on the draft Report and Resolution regulating support for the development of small-scale irrigation, intra-field irrigation and advanced, water-saving irrigation in Quang Ninh province.
Accordingly, the content of the draft Report and Resolution Specify the level of support for the development of small-scale irrigation, intra-field irrigation and advanced, water-saving irrigation in Quang Ninh province according to the provisions of Articles 5 and 6 of Decree No. 77/2018/ND-CP dated May 16, 2018 of the Government, including: Support for advanced, water-saving irrigation at a rate of 50% of the cost of materials, construction machinery and equipment to invest in building advanced, water-saving irrigation systems for upland crops, the support level does not exceed 40 million VND/ha. The support subjects are individuals and grassroots irrigation organizations. Advanced, water-saving irrigation systems serve crops that are key crops of the country and localities, have advantages, are suitable for market demand and adapt to climate change in each region.
The draft Resolution stipulates support for investment in solidifying canals at a rate of 70% of the total investment value for construction works; in mountainous areas, support is 90% of the total investment value for construction works (excluding site clearance costs). The support condition is that the works with the tasks of water supply, irrigation, drainage and drainage have a scale of less than 20 hectares for mountainous areas; 100 hectares for plain areas. The subjects of application are grassroots irrigation organizations, individuals who are members of grassroots irrigation organizations and related organizations and individuals in investment, construction, management and exploitation of small irrigation works, intra-field irrigation and advanced irrigation, water saving in the province.
Giving opinions at the meeting, leaders of departments and branches all emphasized that the development of a Resolution regulating support for the development of small-scale irrigation, intra-field irrigation and advanced irrigation, saving water in Quang Ninh province is necessary to use water economically and effectively. decreasing supplement rate water in agriculture, contributing to ensuring water security. At the same time, encourage grassroots irrigation organizations, individuals who are members of grassroots irrigation organizations and related organizations and individuals to invest in applying advanced irrigation technology, saving water, contributing to increasing productivity and quality of agricultural products; contributing to modernizing the agricultural sector; gradually reducing the rate of water use in agricultural production, to contribute to ensuring water security to serve the needs of industrial development, daily life and tourism services, especially in the current conditions of drought, water shortage, and unusual climate change.
Representatives of departments, branches and localities requested that the advisory agency should supplement the budget, roadmap and time for implementing the resolution; the scale of irrigation should be reviewed and appropriate support areas should be proposed based on the opinions of localities and the Department of Agriculture and Rural Development; the draft resolution also needs to assess the impact of the current policy on the irrigation and drainage works currently being supported in Quang Ninh.
Concluding the meeting, Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, emphasized that this is one of the contents that the Provincial People's Committee will prepare to submit at the regular session at the end of 2024, the 14th Provincial People's Council. He requested the Department of Agriculture and Rural Development - the drafting agency to clarify the necessity when drafting the Resolution on supporting the development of small-scale irrigation, in-field irrigation and advanced irrigation, saving water in Quang Ninh province as well as reviewing the practical basis to determine Applicable subjects, scope of adjustment to accurately assess the area and km of support; expected resources for implementation; legal basis to promptly supplement and complete the draft documents and submissions to the Provincial People's Committee to report to the Party Committee of the Provincial People's Committee and the Standing Committee of the Provincial Party Committee.
