Ho Chi Minh City People's Committee reminded 4 times, 3 units have not resolved public investment disbursement

The Department of Finance, the Department of Transport and the People's Committee of District 6 were reminded four times to resolve six issues related to public investment disbursement, but have not yet been resolved.

Chairman of Ho Chi Minh City People's Committee Phan Van Mai signed Document No. 4973/UBND-DA (dated August 28) sent to departments and branches on disbursement of public investment capital in the last months of 2024.

To accelerate the disbursement progress of the City's public investment capital in the remaining months of 2024, ensuring the disbursement rate reaches over 95% of the total capital assigned by the Prime Minister, the Chairman of the City People's Committee directed the competent agencies and investors to closely monitor the progress of project implementation, ensuring that the capital and disbursement rate each week and each month are at least in accordance with the committed plan.

For units registering to add additional capital in 2024, in case the additional registered capital cannot be disbursed due to objective reasons, it will not be considered or processed (the disbursement rate of each unit will be determined based on the actual disbursed capital compared to the disbursement plan committed from the beginning of the year).

Faced with the situation of sluggish public investment disbursement, the Chairman of the City People's Committee reminded 11 units to develop plans for public investment disbursement in 2024, which have not reached 95%. Among them are many Management Boards such as: Management Board of Investment Projects for Construction of Civil and Industrial Works; Management Board of Investment Projects for Construction of Traffic Works; Management Board of Investment Projects for Construction of Agricultural Works and Rural Development Works...

The head of the Ho Chi Minh City Government requested the above units to rectify, review, and rebuild the 2024 disbursement plan on a monthly basis from now until the end of 2024, and have solutions to speed up investment procedures and project implementation progress to ensure the unit's disbursement rate reaches over 95% as committed to from the beginning of 2024.

Regarding the Project of Dredging, improving the environment, building infrastructure of Xuyen Tam canal (from Nhieu Loc Thi Nghe canal to Vam Thuat river) and the Project of Dredging, building infrastructure, improving the environment of the North bank of Doi canal (District 8), Mr. Phan Van Mai assigned relevant departments and branches to urgently complete project investment procedures, ensuring that compensation costs for site clearance can be disbursed in 2024.

Regarding 60 petitions that have expired but have not been processed by the Departments and branches, the Chairman of the City People's Committee reminded many departments, branches and districts for the first, second and third time.

In particular, the Chairman of the Ho Chi Minh City People's Committee reminded the Department of Finance, the Department of Transport, and the People's Committee of District 6 for the fourth time to resolve difficulties and obstacles in 6 issues, but up to now these units have not handled them and have not responded in writing.

By the end of July 2024, Ho Chi Minh City's public investment disbursement had only reached VND12,064 billion (15.2%). The target is to reach 20.4% by the end of August 2024 and 94.6% by the end of January 2025.

In particular, in the last months of the year, Ho Chi Minh City must spend tens of thousands of billions of VND. For example, from November to the end of December 2024, the City must disburse 32,200 billion VND.
