The 10 teams are divided into 3 seed groups based on their performance in last year's tournament. Accordingly, seed group 1 includes U23 Vietnam (reigning champion), Thailand (reigning runner-up) and Timor Leste (third place). Seed group 2 includes Cambodia, Malaysia and the Philippines. Seed group 3 includes Brunei, Indonesia, Laos and Myanmar.

According to the draw results, U23 Vietnam is in Group C with the Philippines and Laos. Host Thailand is in Group A with Cambodia, Brunei and Myanmar. Meanwhile, Group B will be a competition between Timor Leste, Malaysia and Indonesia.

Notably, Singapore will not be present at the upcoming event. The press in this country said that after the failure of the SEA Games (finishing at the bottom of Group B), the Singapore Football Federation has set up a council to evaluate the performance of the U22 team.

"The Singapore U22 team will not participate in any international tournaments until the review process is complete," said Football Association of Singapore (FAS) Acting President Bernard Tan. They will skip the Southeast Asian U23 tournament and possibly the 2023 Asian Games.

The 2023 AFF U23 Championship will take place from August 17 to August 26, 2023 in Thailand. Teams will compete in a round-robin format to determine rankings in each group. The three group winners and the best second-placed team in each group will advance to the semi-finals. The two semi-final winners will compete in the championship final, while the two semi-final losers will meet in the third-place match.
