Gender imbalance at birth rate is high

According to the People's Committee of Vinh Phuc province, in recent years, population work has been implemented by the entire political system, all levels, sectors and localities, received support from the people, and achieved important results, contributing to the socio-economic development of the province.

People's awareness has changed significantly. More and more people are giving birth in accordance with the population policy, appropriate to their age, health and economic situation. The rate of mothers being screened before birth and children being screened at birth always exceeds the assigned plan; the population growth rate is well controlled.

However, in addition to the achieved results, population work in Vinh Phuc still has some limitations: the results of birth reduction are not uniform among localities, there is a lack of synchronous and comprehensive solutions to adapt to the aging population process. Although the quality of the population has improved, the speed is still slow, especially the gender imbalance at birth is still high at 114 boys/100 girls.

To overcome these shortcomings, the People's Committee of Vinh Phuc province requested the Department of Health to preside over and coordinate with relevant agencies to improve the effectiveness and efficiency of the organizational apparatus and the quality of the staff doing population work from the province to the grassroots level according to Decision 496/QD-TTg dated March 30, 2021.

Strengthen communication on policies and laws related to population work, innovate communication content and forms, focusing on issues of gender equality, gender imbalance at birth, health care for the elderly, prenatal and newborn screening, as well as premarital health check-ups.

The Department of Health shall preside over and coordinate with departments, branches, and advise the Provincial People's Committee to submit to the Provincial People's Council a policy to support population work in the area for the period 2026-2030. In particular, focusing on solutions to achieve the plan targets and maintain a sustainable replacement fertility rate; health care for the elderly, adapting to population aging; expanding screening, diagnosis, and treatment of some prenatal and neonatal diseases, premarital health care, and gradually improving population quality. The submission time to the Provincial People's Committee is in the second quarter of 2025.

Budget arrangement to ensure effective implementation of population work

The People's Committee of Vinh Phuc province assigned the Department of Planning and Investment to coordinate with relevant units to include population indicators in the province's socio-economic development program. Coordinate with the Department of Health to advise the Provincial People's Committee to submit to the Provincial People's Council to arrange public investment capital to ensure the implementation of population work.

The Department of Finance is responsible for allocating funds from the State budget, ensuring population activities outside of public investment capital. At the same time, it guides, inspects, and supervises the use of funds in accordance with regulations.

The Department of Education and Training and the Department of Labor, War Invalids and Social Affairs direct general education institutions and vocational training institutions under their management to integrate population education, reproductive health, gender and sex education for students in schools, ensuring that the content is appropriate for each grade and training level.

The People's Committee of Vinh Phuc province also requested the People's Committees of districts and cities to direct specialized agencies in the area to provide full services to improve population quality: pre-marital health check-ups for young men and women, prenatal screening for 4 basic diseases, newborn screening for 5 basic diseases, and periodic health check-ups for the elderly.

Coordinate with the Department of Health and the Department of Home Affairs to review, consolidate and improve the apparatus and human resources for population work, and arrange sufficient resources for population work locally.
