As of June 14, 2024, the district received (plus the previous period) 3,075 records, of which 2,771 records were processed. Of these, 2,658 records were on time and before the deadline, accounting for 86.44%; 113 records were overdue, accounting for 3.68%; and 304 records are being processed (273 records within the deadline, 31 records were overdue).

Although the rate of on-time and early settlement of records increased compared to the same period in 2023, according to the People's Committee of Phu Ninh district, the rate of late records is still high, especially in the field of land.

Analyzing the results of administrative reform of the district, Mr. Ninh Quang Thanh - Head of the Department of Internal Affairs of Phu Ninh district said that some cadres, civil servants and public employees have not fully promoted their roles and responsibilities in performing public duties.

Coordination between agencies, units and localities is not tight and lacks initiative. Over 80% of overdue records belong to the Land Registration Office Branch.

This is the unit that receives input and carries out the steps of establishing, checking, and appraising the records, then submitting them to the District People's Committee to issue the Land Use Rights Certificate, but the system does not record them in the branch's records but records them in the District People's Committee's records.

This affects the progress of the district People's Committee's general records and the district's administrative reform index. Some agencies and localities do not strictly apologize to people and organizations when there are late records, mainly concentrated in the District Land Registration Office Branch (more than 300 records).

Mr. Huynh Xuan Chinh - Chairman of Phu Ninh District People's Committee said that the tasks of administrative reform and digital transformation have received special attention from the District People's Committee and have been focused on with strong and regular leadership with a system of documents and specific implementation plans from the beginning of 2024.

Monthly meetings are held from the district to the commune-level People's Committee Chairman and the District Land Registration Office Branch to assess the implementation of administrative reform and digital transformation.

In addition, the district established zalo groups to promptly provide information and request agencies, units, and chairmen of communes with overdue records to promptly handle them.

This task is carried out continuously and periodically every month, meetings are held to evaluate and commend localities and units that have done well, and criticize places that have not done well. However, the remedial measures of many units and localities are not serious.

In the coming time, the District People's Committee will provide complete records and monthly assessment reports to commune Party secretaries for leadership and direction information, and coordinate to effectively implement administrative reform tasks; associated with strengthening public service inspection, promptly correcting and strictly handling officials and civil servants who lack a sense of responsibility and are slow in handling records...
