Poverty reduction rate in ethnic minority and mountainous areas exceeds 3% of the target of the assigned plan.

TPO - Up to now, the targets and objectives of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas have achieved quite positive results, with the poverty rate reduced by 3.4% (achieving and exceeding the 3% target assigned by the plan).

Initial results of the National Assembly's supervision of the implementation of the National Target Program (NTP) for socio-economic development in ethnic minority and mountainous areas (MT&MN) show that the issuance of directive and administrative documents related to the NTPs has been basically completed with a fairly large volume. The Government, the Prime Minister, ministries and branches have issued over 54 documents related to the management, guidance and implementation of the Program. On that basis, each province on average issued about 40 - 50 management and guidance documents according to its authority.

Regarding the indicators and objectives of the Program, according to the report of the Ethnic Committee, they are still quite positive, the poverty rate decreased by 3.4% (reaching and exceeding the assigned plan target of 3%). Although it is the first time to master the National Target Program, the Ethnic Committee has actively and proactively coordinated with relevant ministries and branches to proactively advise and coordinate the issuance of documents, grasp the local situation and promptly remove obstacles within the assigned authority and responsibility.

However, according to the initial results of the National Assembly's supervision of the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas, due to the large volume of guiding documents on mechanisms, policies for management and implementation of the National Target Program on ethnic minority and mountainous areas, although the Government, the Prime Minister, the Ethnic Committee, central and local ministries and branches have been very active and determined, the issuance of guiding documents is still slow, with many shortcomings. Some guiding contents of the Program have not been completed yet, and some contents require revision.

Specifically, since the National Assembly issued Resolution 120/2020/QH14 on June 19, 2020, 16 months later (October 14, 2021), the Government issued a Decision approving the National Target Program (Decision No. 1719/QD-TTg dated October 14, 2021). Following that, nearly a year later, many ministries and branches issued circulars guiding the implementation of contents related to projects and sub-projects of the Program. In particular, some ministries and branches issued circulars after nearly 18 months.

In addition, the data reported by the Ministry of Finance on the disbursement of planned capital for 2022 (including 2022 capital extended to 2023) is 55.85%; the planned capital for 2023 disbursed by June 2023 is estimated at 16.5%. Thus, after the Program has been implemented for half of its phase, the disbursed capital is still very low.

It is known that the National Assembly approved the investment policy of this Program in Resolution No. 120/2020/QH14 dated June 19, 2020 and the Prime Minister approved the Program in Decision No. 1719/QD-TTG dated October 14, 2021. The expected capital to implement the Program for the 2021 - 2025 period is more than 137,664 billion VND, of which, investment capital is 50,000 billion VND; public capital is nearly 54,324 billion VND; local budget capital is nearly 10,017 billion VND; policy credit loan capital is 19,727 billion VND; other legally mobilized capital is more than 2,967.2 billion VND.
