The euro weakened in Thursday trading. The EUR/USD exchange rate is currently at 1.1351. Earlier, the European Central Bank (ECB) announced a reference rate of 1.1415 USD (compared to 1.1476 USD on Tuesday), equivalent to 1 USD to 0.8760 euros (compared to 0.8713 euros previously).

Amid the complicated developments of the global tariff war initiated by US President Donald Trump, the market has received some positive signals indicating the possibility of cooling down.

The Wall Street Journal reported on Wednesday that the United States is considering the possibility of significantly cutting some of the tariffs imposed on Chinese goods.

However, shortly afterwards, US Treasury Secretary Scott Bessent affirmed that there was no unilateral proposal from President Trump to reduce taxes.

Also this week, Mr. Trump softened his tone in a dispute with Federal Reserve Chairman Jerome Powell. To the dismay of the stock market, he stressed that he had no intention of firing Mr. Powell, but expressed a desire for the Fed to be more proactive in considering rate cuts.

Positive signals on trade tensions and statements from Mr. Trump regarding the Fed have helped strengthen the USD against other major currencies, including the euro.

The BofA report points to a growing appetite for hedging against the dollar, as US investors increase their holdings of foreign assets and reduce their exchange rate hedges in the wake of the pandemic. At the same time, debates about the end of the dollar’s ​​“privileged” role in the world are reviving calls for de-dollarization.

While BofA remains bullish on EUR/USD, it acknowledges that there are risks that could impact the trend, such as a return to traditional US economic policy or a trade war that spreads beyond the US, but the bank considers these scenarios to be less likely at this point.

Conversely, threats to the independence of the US Federal Reserve (Fed) could weaken the dollar even more than initially expected.

In the domestic market, at the beginning of the trading session on April 24, the State Bank announced the exchange rate of the Vietnamese Dong to the EUR at 28,337.77 VND.

The reference exchange rate at the State Bank's transaction office has slightly decreased, currently at: 26,863 VND - 29,691 VND.

In terms of buying, SHB is the bank with the highest Euro cash buying price at 29,466 VND/EUR, while HDBank leads in the transfer buying price at 29,487 VND.

VIB still maintains its position as the bank with the lowest Euro buying rate in the market, listing VND 27,196 for cash and VND 27,296 for transfer.

On the selling side, SHB is also the unit listing the highest cash selling price at 30,616 VND/EUR, while NCB continues to hold the top position in the transfer selling price, up to 30,609 VND/EUR.

VIB is the bank with the lowest selling price at 28,279 VND for cash and 28,179 VND for transfer.

Most major banks such as BIDV, Vietcombank, ACB, Eximbank, Techcombank and Sacombank currently maintain stable buying and selling prices in the range of 29,000–29,400 VND for buying and 30,100–30,400 VND for selling.
