Quang Ninh has a 250km long coastline, with over 6,000km2 of sea surface. The whole province has 5,556 fishing boats. The number of workers working in the fishing industry in the area is significant. To increase the effectiveness of the work of preventing illegal fishing, the province continues to strengthen the dissemination of legal regulations to the people.

The province and localities in the area focus on disseminating to cadres, civil servants, workers and fishermen in the area Directive No. 32-CT/TW (dated April 10, 2024) of the Secretariat on strengthening the Party's leadership in combating IUU fishing and sustainable development of the fisheries sector; Resolution No. 52/NQ-CP (dated April 22, 2024) of the Government on promulgating the Action Program and Plan of the Government to implement Directive No. 32-CT/TW; Plan No. 421-KH/TU (dated June 12, 2024) of the Provincial Party Committee on implementing Directive No. 32-CT/TW and the Law on Fisheries; Directive No. 18-CT/TU (dated September 1, 2017) of the Provincial Party Committee on strengthening the management of exploitation, protection and development of aquatic resources in Quang Ninh province in conjunction with the fight against IUU fishing...

The forms of propaganda are also diverse, linked to the actual situation of localities. Specifically, propaganda is conducted through residential meetings on the 1st or 15th of the lunar month every month because this is the time when fishermen often return to their families. Propaganda is conducted through direct inspections on fishermen's boats, propaganda at anchorages... In the first 9 months of 2024, functional forces and People's Committees of localities in the province organized nearly 200 propaganda sessions, directly disseminating the Fisheries Law to nearly 9,000 fishermen; distributing tens of thousands of leaflets, documents on regulations against IUU fishing, zoning maps, routes, fishing logs...

In addition, propaganda work on mass media and social networking sites has also been promoted. In the first 9 months of 2024, nearly 300 news, articles and photos were produced and broadcast on mass media, thousands of radio broadcasts on loudspeaker systems in residential areas; the content focused on regulations against IUU fishing, zoning, regulations of newly issued decrees and circulars, regulations on natural disaster prevention and search and rescue, etc.

According to Mr. Nguyen Van Viet (Hai Tan quarter, Quang Ha town, Hai Ha district), every day fishermen hear and update information about policies and laws related to exploitation, protection and development of aquatic resources; prevention and combat of illegal fishing... so they all understand and comply.

Currently, the whole province has 5,556 fishing boats, of which 1,309 vessels under 6m in length are under the management of the People's Committees at the commune level, 3,517 fishing vessels from 6m to under 12m in length are under the management of the People's Committees at the district level and 730 fishing vessels from 12m or more in length are under the management of the Provincial People's Committee. Localities regularly check the means of transport, grasp the number of workers working on the vessels, thereby having appropriate propaganda plans. Actively integrate propaganda into inspections and checks. In the first 9 months of 2024, departments, branches and localities inspected, detected and handled more than 350 cases of violations in the exploitation and protection of aquatic resources. All violations are handled according to regulations.

Authorities and localities have also actively encouraged people to register for fishing activities and install voyage monitoring equipment. By the end of September 2024, of the 3,517 district-level vessels, 2,629 were officially registered and 888 were temporarily registered for management; thereby, fishing licenses were granted to 3,371 vessels. 473 fishing vessels with a length of 12m to under 15m managed by the provincial level have 468 vessels were officially registered, 5 vessels were temporarily registered; thereby, fishing licenses were granted to 443 vessels, 468 vessels were inspected. There were 257 fishing vessels with a length of 15m or more. managed by the provincial level to date have all been Registration, inspection, issuance of fishing licenses, food safety certification, installation of VMS equipment according to regulations.

The management of fishing vessels entering and leaving the port is also strictly controlled. In the first 9 months of 2024, the whole province received and processed declaration procedures for 6,078 vessels arriving and leaving the port; collected and distributed 7,337 logbooks and exploitation reports. Every week, functional units make a list of fishing vessels at high risk of violating IUU and losing connection offshore for more than 10 days and send it to the Provincial Border Guard Command, Provincial Police, local People's Committees in the province and coastal provinces and cities to grasp, coordinate, inspect, verify, and handle according to regulations ; actively receive and check reports via the hotline of violations in exploitation and protection of aquatic resources...

However, in recent times, there have been some violations in the exploitation and protection of aquatic resources in the province. Therefore, the dissemination and popularization of legal policies on this issue needs to be further promoted in the coming time.
