Propaganda to raise self-esteem so that teachers can say "no" to illegal extra teaching

This is one of the solutions to effectively manage extra teaching and learning mentioned by Deputy Minister of Education and Training Pham Ngoc Thuong at the press conference held on the morning of February 18, 2025 in Hanoi.

According to Deputy Minister Pham Ngoc Thuong, the Ministry of Education and Training's viewpoint is to aim for schools that do not have extra classes or tutoring because in principle, schools and teachers implementing the prescribed study hours have ensured that students have the amount of knowledge and meet the requirements of the 2018 General Education Program. After school hours of subjects according to the program, students have time and space to participate in recreational activities, sports, fine arts, music, etc.

So that time in high school is not only for learning knowledge but also for students to develop comprehensively in terms of personality, lifestyle, sense of responsibility and ability to integrate into society, and practice problem-solving skills. Teachers, educators and the whole society agree on this; students do not have to take too many extra classes, causing unnecessary pressure and fatigue, so that every day at school is a happy day.

The new circular stipulates: No extra teaching or learning for primary school students, except for cases of training in arts, sports, and life skills; no extra teaching for students whose schools have organized 2 sessions/day.

Extra teaching and learning in schools must not collect money from students and is only for 3 subjects under the responsibility of the school: Students whose study results of the last subject of the adjacent semester are not satisfactory; students selected by the school to foster excellent students and final year students who voluntarily register to review for entrance exams and graduation exams according to the school's educational plan.

Specifically, the 5 solutions to effectively manage extra teaching and learning mentioned by Deputy Minister Pham Ngoc Thuong are:

First, administrative solution: Issue specific regulations to manage extra teaching and learning.

Second, professional solutions: Improve teachers' capacity and teaching methods, teachers' responsibilities; promote students' self-study ability; innovate testing and assessment work (testing, assessment, and entrance exams must be consistent with the content and requirements of the 2018 General Education Program; do not give questions outside the program content to ensure that students study according to the program, do not need to study extra to pass the tests and entrance exams); strengthen the connection between general education and university education.

Third, solutions to improve facilities and schools: There must be enough schools to ensure equal access to education for students; increase the number of schools and classes with two sessions per day.

Fourth, solutions to strengthen inspection and supervision: Strengthen inspection and examination by state management agencies at both central and local levels regarding compliance with regulations on management of extra teaching and learning; strengthen supervision by parents and the whole society over this activity.

Fifth, communication solutions: Strengthen information and propaganda to raise teachers' self-esteem to say "no" to extra teaching that is not in accordance with regulations ; mobilize parents to agree and support solutions to manage extra teaching and learning activities to ensure the rights and comprehensive development of students.

Regarding regulations on extra teaching and learning outside of school, the new Circular stipulates: Organizations and individuals organizing extra teaching and learning with fees from students must comply with relevant legal regulations (registering business, declaring activities, providing relevant information to local authorities according to the law); teachers who are teaching at schools are not allowed to teach extra teaching outside of school with fees from their students in class... The new regulation aims to ensure the rights of students, avoiding teachers "pulling" students in class to teach extra.

If students do not belong to the group that needs to take extra classes at school, they have the desire to take extra classes outside of their own free will. Organizations and individuals who teach extra classes must register their business and must publicize the location, subjects, study time, costs... and must strictly comply with the provisions of the law on working hours, working hours, safety, security...
