University Admissions 2025: Candidates are expected not to need to choose an admission method

Today, March 29, at the conference on university admissions 2025 held in Hai Phong, the Ministry of Education and Training asked for comments from training institutions (hereinafter referred to as universities) on the draft guidelines for university and college admissions.

According to the draft, the Ministry of Education and Training recommends that schools do not require candidates to choose their own admission method. Students only choose their major, and the admission software will choose the method that is most beneficial for the candidate. This software was built by the Ministry of Education and Training to support schools in their admission process.

When registering for admission, candidates must register by major/program. Candidates can register an unlimited number of wishes. When registering, they must rank them from 1 to the end (wish 1 is the highest wish).

At the same time, candidates must provide data corresponding to the major/program that they have registered for admission so that universities can use it for admission. The Ministry of Education and Training will guide candidates on the system that they will access to register.

All admission requests of candidates to universities are processed on the system. Each candidate is only admitted to the highest choice among the registered choices when ensuring the admission conditions.

The selection software will choose the best result for the candidate.

The draft notes to universities: "Candidates only register for admission by major. Therefore, training institutions that use many methods and combinations for admission must consider all methods and combinations for candidates according to the announced admission information."

The draft also requires: "Training institutions that simultaneously use multiple admission methods for a major or group of majors must determine and publicly announce the rules for converting input thresholds and admission scores, and conditions for receiving application documents according to a number of principles."

According to the 2025 university admission regulations, this year when considering admission, universities must convert the entrance threshold, admission score between admission methods, and admission combinations of an admission code according to a rule prescribed by the school, ensuring equivalence in terms of meeting the entrance requirements of the corresponding industry.

When a university considers admission, for a major, all candidates are considered equally based on the admission score and the equivalent converted admission score according to each admission method and admission combination. Therefore, schools with many admission methods must develop rules for converting the equivalent of the entrance threshold and admission score.

The Ministry of Education and Training also said that the system for processing admission requests only filters out candidates who have passed higher admission requests to other training institutions from the expected admission list that the university sends to the system. The system does not have the function of adjusting the quotas and benchmarks that the university has determined; the system does not consider admissions on behalf of the universities.
