On March 28, 2025, a strong earthquake occurred in Myanmar, causing extremely serious damage to people and property. Promoting the tradition of mutual love and support of the Vietnamese people, in the spirit of Vietnam being a friend, a reliable partner and an active and responsible member of the international community; responding to the call of the United Nations and implementing the direction of the Standing Committee of the Party Central Committee Secretariat, the Central Military Commission, the Ministry of National Defense decided to send 80 cadres, officers and professional soldiers led by Major General Pham Van Ty, Deputy Chief of the Standing Office of the National Committee for Incident, Disaster Response and Search and Rescue, Deputy Director of the Department of Search and Rescue (General Staff of the Vietnam People's Army) to Myanmar to carry out relief missions on the afternoon of March 30. The Ministry of Public Security also sent a force of 26 officers, soldiers, 2 service dogs and modern equipment to the neighboring country to carry out international missions.

In Naypyidaw, the People's Army delegation deployed the task of searching for victims at the following locations: Bala Tidi Apartment Complex, Ottara Thiri Hospital and Aye Chan Thar Hotel. At these locations, the delegation used sniffer dogs and specialized search equipment to detect 32 locations where victims were trapped under the rubble, and directly organized searches at 20 locations, bringing out 21 bodies of victims. In particular, the delegation coordinated with rescue forces from other countries to save the life of a 26-year-old man, which was highly appreciated by local people and rescue forces from other countries. In addition, at these locations, the delegation also found many assets and equipment worth hundreds of thousands of USD, then handed them over to Ottara Thiri Hospital and the people.
In another direction, the People's Public Security rescue team directly removed 7 victims' bodies from the collapsed area, and at the same time coordinated to detect the location and support functional forces and other international delegations to bring 7 victims and hand them over to their families and authorities.

Reporting on the results of the mission, Major General Pham Van Ty said: “Although there were some difficulties in the geographical location that forced the team to move around a lot, thanks to the effective support from the Embassy and the Vietnamese Defense Attaché in Myanmar, the Vietnam People's Army rescue force completed the mission. Notably, in the epicenter area where there was no phone signal, the Military Industry - Telecommunications Group (Viettel) ensured communications and many equipment to serve the two delegations of the People's Army and the People's Public Security on duty, providing free telecommunications support for more than 4.5 million customers in Myanmar; providing phone SIM cards to more than 30,000 people and international rescue teams, thanks to which the relief, rescue and disaster relief work was highly effective".

Speaking at the ceremony, Prime Minister Pham Minh Chinh acknowledged and praised the People's Army and Public Security Forces for their good organization and quick implementation of forces and means, effectively carrying out international missions. The Prime Minister stated: “After only 24 hours, the Ministry of National Defense and the Ministry of Public Security led and commanded agencies and units to deploy all aspects of work, quickly organize forces, means and equipment; well identify the tasks, and be ready to go to the neighboring country to perform the noble mission. In the earthquake-affected area, the functional forces overcame difficulties, were not afraid of danger, took advantage of every hour and every minute to coordinate search and rescue; promptly identified many places where people were trapped, and handed them over to the local authorities for handling. The results of the rescue work have demonstrated the capacity and prestige of the People's Army and Public Security Forces in the face of non-traditional security issues, and have been recognized and highly appreciated by the international community, the Government and people of Myanmar”.
On this occasion, on behalf of the Party and State leaders, I would like to extend my deepest condolences to the families of the Myanmar people who died and those injured in the earthquake. The Prime Minister expressed his hope that the Government and people of Myanmar, with the support and assistance of the international community, will soon overcome the grief and stabilize their lives.
Based on the results of the recent humanitarian assistance and earthquake relief in Myanmar, Prime Minister Pham Minh Chinh requested the Ministry of National Defense and the Ministry of Public Security to evaluate and learn from the experience in preparing, organizing forces, means and equipment to perform tasks; at the same time, study and absorb the experiences from other countries participating in support in Myanmar to select appropriate content and add it to the training program to improve the quality and effectiveness of disaster prevention, control and recovery. The People's Army and the People's Public Security Forces consider this an opportunity to evaluate the results of training, thereby promptly overcoming limitations to improve the quality of command, coordination and response capacity to non-traditional security incidents.

On this occasion, Permanent Deputy Prime Minister Nguyen Hoa Binh awarded Certificates of Merit from the Prime Minister to 8 groups and 17 individuals; leaders of the Ministry of National Defense awarded Certificates of Merit from the Minister of National Defense to 17 groups and 89 individuals; leaders of the Ministry of Public Security awarded Certificates of Merit from the Minister of Public Security to 21 individuals who had made outstanding achievements in performing search and rescue missions in Myanmar.
