The project to upgrade and expand Le Ninh Street, Vinh City was approved for investment by the People's Committee of Nghe An Province in 2002 and implemented in 2006. The total investment of the project was 23.5 billion VND, with a construction scale of 2,957m long, starting at Vinh Station Gate, ending at the intersection with National Highway 1A, construction boundary of 41m, roadway of 21m. However, it has not been completed yet. Photo: PV

The project has only been implemented in the section from Vinh Station to Vinh City General Hospital, Branch 2, and the section from the 72m overpass to Nguyen Chi Thanh Street, with a total length of approximately 2km; the middle section of nearly 1km is still unfinished. This route has long been a spontaneous garbage collection point, causing severe pollution, despite the prohibition signs. Photo: PV

Wastewater leaks out in the sun, giving off a foul smell. Mr. Nguyen Xuan Hung, a resident of this area, said: On sunny days, the air is polluted, on rainy days, the water is frozen, people living on this road have suffered for more than 10 years now. Photo: PV

Faced with the ever-increasing amount of waste, machines are regularly mobilized to collect it and transport it to the landfill for processing. Photo: PV

It is worth mentioning that because the road is not yet completed and the drainage system is not yet connected, it leads to prolonged flooding. Just a small rain is enough to cause water to overflow the road surface. Photo: PV

Even when it wasn’t raining, the murky wastewater still appeared on the afternoon of November 21. The government and residents have petitioned and complained many times, but the road construction progress is still sluggish. Photo: PV

On this route, trees and weeds grow wildly, and there are no lights at night, making people traveling here at night always feel unsafe. Photo: PV

In the middle of Le Ninh Street, households have now arbitrarily fenced off the area to grow vegetables. Photo: PV

Vinh City Investment and Construction Management Board said that the Le Ninh Road project is being extended due to the lack of land clearance, difficulty in determining the land origin of households, and slow capital allocation, so the upgrading and expansion of the road is delayed. Currently, Vinh City is speeding up the progress of land clearance (mainly in the area of National Highway 1A and Nguyen Chi Thanh Street) to continue implementing the project. Photo: PV
