Joint Statement on Strengthening Vietnam-Peru Bilateral Relations

On the occasion of President Luong Cuong's official visit to Peru at the invitation of President Dina Ercilia Boluarte Zegarra, on November 13 local time, the two sides issued a joint statement.

According to the special correspondent of the Vietnam News Agency, on the occasion of the official visit of President Luong Cuong and the high-ranking Vietnamese delegation to Peru at the invitation of President Dina Ercilia Boluarte Zegarra, on November 13 local time, the two sides issued a joint statement on strengthening bilateral relations between the Socialist Republic of Vietnam and the Republic of Peru.

We respectfully present the full text of the Joint Statement:

President of the Socialist Republic of Vietnam, Mr. Luong Cuong, paid an official visit to Peru from November 12 to 14, 2024 at the invitation of the President of the Republic of Peru, Ms. Dina Ercilia Boluarte Zegarra.

This is the first official visit of a Vietnamese President to Peru, marking a historic milestone in relations between the two countries.

During the visit, President Dina Boluarte and President Luong Cuong expressed satisfaction with the high level of development achieved in bilateral relations and reaffirmed their will to strengthen and deepen this relationship for the benefit of the people of the two countries.

The two Leaders and high-level delegations from both countries held important meetings, reviewing key developments in the bilateral agenda, as well as exchanging views on international and regional issues of mutual concern.

The two leaders agreed to adopt the following Joint Statement:

The two sides acknowledged the good relations between the two countries, emphasizing the friendship, cooperation and mutual understanding that have bound the two countries, with a solid foundation ensured by the sharing of visions in foreign policy, especially on contents such as protecting multilateralism, fully complying with international law, promoting international trade and South-South cooperation.

The two sides emphasized the importance and significance of the first visit of the President of Vietnam to Peru on the occasion of the 30th anniversary of the establishment of diplomatic relations between the two countries (November 14, 1994 - November 14, 2024).

The two sides highly appreciated the results achieved within the framework of the 5th Session of the Deputy Foreign Minister-level political consultation mechanism held in Lima on October 3, 2024; and welcomed the 3rd Session of the Vietnam-Peru Intergovernmental Committee on economic issues and technical cooperation scheduled to be held in early 2025.

Accordingly, the two sides affirmed the need to deepen political-economic dialogue, especially through the above-mentioned mechanisms.

The two sides affirmed their will to upgrade bilateral relations to a new level and agreed to start discussions to soon officially announce this. In this context, the two sides discussed the priority of opening a permanent Vietnamese Embassy in Lima.

The two sides agreed to promote high-level activities between the two countries, including the exchange of bilateral visits and high-level meetings on the occasion of international conferences and multilateral forums.

At the same time, the two sides emphasized the importance of enhancing cooperation between legislative bodies, local governments and people-to-people exchanges.

Highlighting the potential of bilateral trade, in 2023, Vietnam became Peru's largest trading partner in Southeast Asia and fifth in Asia, and similarly, Peru became Vietnam's sixth largest trading partner and Vietnam's largest direct investment destination in Latin America.

The two sides stressed the importance of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), of which both countries are members, and committed to promoting the full utilization of this Agreement with the aim of enhancing bilateral economic and trade relations; at the same time, promoting an open, rules-based, fair and inclusive global trading system.

The two sides shared the need to further open markets for each country's agricultural products to diversify the bilateral trade structure and ensure food security in each country.

President Dina Boluarte highlighted the importance of Vietnamese investment in Peru. President Luong Cuong also welcomed Peru to increase its investment in Vietnam.

The two leaders reaffirmed their commitment to promoting measures to enhance bilateral investment in a responsible, sustainable and inclusive manner, respecting the principles of effectiveness and integrity.

Peru hopes that Vietnamese businesses will continue to promote investment in Peru, especially within the framework of public-private partnerships, participating in the future Multimodal Logistics, Industrial and Technological Center located in the central coast of Peru, expected to be built with the inauguration of the new Chancay port.

The two sides acknowledged the importance of promoting and strengthening South-South and trilateral cooperation as a mechanism to enhance bilateral relations, especially in the fields of trade and investment, mining, oil and gas, tourism, agriculture, renewable energy, science, technology and innovation, and climate change response.

The two sides expressed their willingness to seek ways to promote comprehensive cooperation in the fields of telecommunications, information technology and digital transformation; create conditions for Vietnamese telecommunications and information technology companies to participate in digital transformation projects, digital infrastructure, smart urban development, cyber security, digital healthcare, digital education, digital finance and especially sustainable development projects in the field of education, such as deploying the Internet in Peruvian schools.

The two leaders affirmed their interest in implementing the Agreement on Cultural Cooperation between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Culture of Peru, signed on November 18, 2016, to enhance understanding of the traditions and customs of the people of the two countries, through the development of a cultural cooperation program.

The two sides agreed on the importance of strengthening educational relations and promoting the establishment of cooperation agreements between universities of the two countries.

Sharing a common vision on current global challenges, such as hunger eradication, poverty reduction, climate change, environmental protection, renewable energy, ocean protection, water resources and food security; the two sides affirmed their commitment to implementing the 2030 Agenda for Sustainable Development and the commitments made at the United Nations Climate Change Summits.

The two sides affirmed the importance of respecting and fully implementing international commitments, respecting the principle of peaceful settlement of disputes, strictly prohibiting the use or threat of use of force, in accordance with international law and the provisions of the United Nations Charter.

The two sides agreed to promote initiatives of mutual interest in international organizations and multilateral forums of which Vietnam and Peru are members, such as the United Nations, the World Trade Organization (WTO), the Asia-Pacific Economic Cooperation Forum (APEC), the Forum for Latin America-East Asia Cooperation (FEALAC) and the Non-Aligned Movement, on the basis of compliance with the United Nations Charter, international law, and respect for the independence, sovereignty and territorial integrity of countries.

Peru thanked Vietnam for its active support in the decision of the Association of Southeast Asian Nations (ASEAN) to make Peru a "development partner" on January 29, 2024, thereby allowing for increased cooperation between Peru and this regional integration bloc.

Both sides reaffirmed their commitment to continue implementing the ASEAN-Peru Development Partnership Committee framework. Peru has proposed to cooperate with ASEAN by sharing good practices of Peruvian public administrations and regulatory agencies.

The two sides expressed their support for the mission of promoting a resilient, innovative, dynamic and people-centered ASEAN community; agreed to coordinate efforts to strengthen relations between ASEAN and the Pacific Alliance, promote green growth and sustainable development initiatives in each country and in both regions.

The two sides pledged to strengthen coordination and support each other in their candidacies at international forums and organizations in which they participate.

President Luong Cuong highly appreciated Peru's hosting role during the APEC Peru 2024 Chairmanship, through promoting important documents on the transition to a formal economy, regional economic integration, sustainable and inclusive growth, food security and clean energy.

For her part, President Dina Boluarte thanked the contributions of Vietnamese delegations attending all APEC meetings throughout 2024, and expressed her support and readiness to coordinate and share experiences in organizing and developing themes and initiatives during Vietnam's APEC Chairmanship term in 2027.

The two sides welcomed the signing of an updated Memorandum of Understanding between the Vietnam Federation of Commerce and Industry and the Lima Chamber of Commerce. They also agreed to continue to promote negotiations on cooperation documents in areas of mutual interest, such as tax, digital transformation, security and transnational crime prevention and control.

During the official visit, President Dina Boluarte awarded President Luong Cuong the Order of the "Peruvian Sun" as a symbol of the good level achieved in the relationship between the two countries.

President Luong Cuong expressed his gratitude for the honor of receiving Peru's highest medal.

The President of the Socialist Republic of Vietnam thanked the President of the Republic of Peru for his welcome and attention during his official visit, and extended an invitation to the President of Peru to pay an official visit to Vietnam, the time of which will be agreed upon through diplomatic channels.
