Step by step to make English the second language in schools

Deputy Prime Minister Le Thanh Long signed Decision No. 1600/QD-TTg dated December 19, 2024 approving the Project on International Integration in Education and Training to 2030.

The objective of the Project is to promote international integration in education and training to contribute to improving the quality of education, training high-quality human resources to serve the goals of socio-economic development, promoting people-to-people diplomacy and international cooperation activities in other fields.

Step by step to make English the second language in schools

The project strives to have at least 10 administrative units participating in UNESCO's global network of learning cities by 2030; strives to have 05 more provinces/cities with preschool and general education facilities teaching integrated educational programs with foreign programs.

Strive for 100% of high school students to achieve foreign language proficiency according to the regulations of the general education program for foreign language 1; improve foreign language proficiency and the ability to teach other subjects in foreign languages ​​for teachers, lecturers and education management staff at all levels; gradually make English the second language in schools.

The project strives for over 20% of joint training programs with foreign countries to have training majors of foreign educational institutions ranked in the world's top 500 or higher; to increase the proportion of international students studying university education programs to obtain degrees in Vietnam to 1.5%; to increase the proportion of the total number of Vietnamese lecturers going abroad and the number of foreign lecturers coming to teach, research and exchange academic knowledge annually to 8% of the total number of Vietnamese lecturers.

Over 20% of training programs in Vietnamese higher education institutions meet quality accreditation standards of prestigious foreign accreditation organizations; strive to attract 02 more branches of prestigious foreign higher education institutions in Vietnam.

To achieve the above objectives, the Project sets out four key tasks and solutions: 1- Perfecting mechanisms and policies on education and training; 2- Promoting cooperation and creating an international environment in education and training; 3- Ensuring and improving the quality of education and training; 4- Improving staff capacity and awareness of international integration.

Research and develop new school models based on international experience

According to the Project, we will proactively expand bilateral and multilateral cooperation, with priority given to neighboring countries, countries with advanced education, strategic partners, comprehensive partners, and traditional friends; and promote cooperation with countries with world-leading education and training.

Promote international integration in curriculum, learning materials, and teaching methods; research and develop new school models based on international experience to create an international working environment in educational institutions. Strengthen the twinning model between general education institutions in Vietnam and abroad.

Promote cooperation between Vietnamese and foreign higher education institutions to recognize learning processes; increase student and lecturer exchanges; attract international lecturers, scientists and students to teach, research and study in Vietnam.

Encourage Vietnamese universities to upgrade domestic scientific journals to international standards and increase the proportion of lecturers publishing scientific articles in prestigious international scientific journals.

At the same time, increase the scale of overseas training using the state budget for lecturers in key scientific fields that Vietnam needs; encourage studying and doing scientific research abroad using sources other than the state budget.

Promote cooperation and investment with foreign countries; encourage the opening of representative offices or the establishment of a number of Vietnamese educational institutions abroad; create conditions for high-quality, prestigious foreign higher education institutions to open branches in Vietnam .

Innovation in teaching methods towards enhancing international integration

To ensure and improve the quality of education and training, the Project aims to improve the quality of training, scientific research and technology transfer to meet the needs of international integration; innovate management, programs and teaching methods towards enhancing international integration.

Implement the reference of Vietnam's national qualification framework with national qualification frameworks of other countries and regions; promote the signing of recognition of degrees and training processes with foreign countries; encourage Vietnamese higher education institutions and high-quality foreign higher education institutions to sign recognition of credits and training processes.

Improving the quality of foreign language teaching and learning at all levels

The project aims to improve the quality of teaching and learning foreign languages, especially English, at all levels of education and training; gradually make English the second language in schools; and promote international cooperation in teaching and learning foreign languages.

Invest in and develop excellent higher education institutions according to international agreements to train high-quality human resources according to international standards.
