Consulting and commenting on industrial development in Bac Giang province

Implementing Resolution No. 147, Bac Giang province has determined that industry continues to be the main pillar and driving force for growth, economic restructuring and development of other sectors. Investment attraction and industrial development in the province in recent times have basically followed the Central Government's viewpoints and guidelines and the province's development orientation.

Typical are some product manufacturing industries such as: Electronics and components, garments, electricity production..., in which some products are large-scale, with stable export markets. The GRDP growth rate of the industry in 2024 is estimated at 20%, among the top in the country. Attracting FDI has achieved positive results, foreign investment projects mainly focus on the fields of manufacturing, processing electronic components, garments, logistics...

Delegates agreed with the draft Interim Report on the implementation of Resolution No. 147-NQ/TU dated July 15, 2021 of the Provincial Party Committee on industrial development of Bac Giang province in the period of 2021-2030. It assessed and summarized all contents on the leadership and direction of the implementation of Resolution No. 147, such as the work of establishing and managing industrial development planning; attracting investment in industrial parks and outside industrial parks..., and at the same time pointed out the advantages, disadvantages, and limitations in the process of leading and directing the implementation of Resolution No. 147.

On that basis, the province will study and develop a new resolution for the next period, the period 2025-2030, including: Promoting administrative reform, enhancing digital transformation; promoting economic restructuring associated with growth model innovation.

Master Nguyen Cuong, Permanent Vice Chairman of the Provincial Business Association, said that although investment attraction for industry has had positive changes, the quality is still limited, not attracting many large investment projects from multi-industry and multinational corporations; some secondary investment projects are slow to implement, not ensuring progress according to investment registration certificates. The disbursement of registered investment capital of enterprises is not high. In the coming time, it is necessary to propose many policies and solutions to remove difficulties and obstacles, improve the investment and business environment, and create attractiveness in attracting investment to the province.

Delegates also proposed and recommended that the draft include context information when local governments are changed in the future to have a forecast that is closer to the actual situation; that there should be a plan to promote the development of service industry; that the proportion of industry contributing to the provincial budget should be supplemented; that content on private economic development should be added; that the proportion of trained workers should be further assessed with comparison data compared to the time before the Resolution was implemented.

After listening to comments from members of the advisory and review council, the representative of the Department of Industry and Trade accepted and explained a number of issues related to the drafting of the report.

Speaking at the end of the workshop, Dr. Ngo Chi Vinh, Chairman of the Council, highly appreciated the report drafting work of the Department of Industry and Trade; requested the unit to promptly edit and complete the draft to submit to the competent authority for consideration and approval.
