"Post-audit" of the work of handling voters' petitions
One of the issues that voters are concerned about is the completion of transport infrastructure. In many meetings with voters as well as reports on resolving voters' petitions at regular People's Council meetings, this content is always mentioned.
Identifying this as a "hot" field, the Standing Committee of the City People's Council and the City People's Council committees have organized many surveys and monitored the progress of handling traffic projects and works that voters are interested in.
Typically, the Legal Department of the City People's Council has worked with the transport sector to clarify the results of resolving many recommendations on the deterioration of many roads, the risk of insecurity and the impact on people's lives. The monitoring results of the Legal Department show that roads 12D, Thuan Hoa (Huong Thuy), Provincial Road 22... have been repaired, ensuring initial safety. However, the transport sector also frankly acknowledged that the biggest difficulty is the lack of capital, especially in overall maintenance and upgrading. Deputy Head of the Legal Department, Ms. Ho Nhat Tan also requested relevant agencies to continue field inspections, develop realistic maintenance plans, and coordinate with localities to thoroughly handle dangerous damaged areas.
Also related to traffic infrastructure, the monitoring delegation led by Mr. Ha Van Tuan, Vice Chairman of the City People's Council, directly surveyed many provincial roads, recording clear changes in the work of repairing damaged roads and clearing drainage systems in Quang Dien district and Phong Dien town. Notably, the voters' recommendations on expanding Provincial Road 6 (Phong Dien town) and upgrading Provincial Road 4B (Quang Dien district) were accepted by the City People's Committee, and assigned specialized agencies to prepare investment proposal reports.
At the monitoring session that day, Mr. Ha Van Tuan said: "We acknowledge the efforts of the transport sector, but need to calculate more resources to handle the problem fundamentally."
Not only stopping at transport infrastructure, monitoring voters' recommendations also takes place in other areas such as education, health, agriculture, etc. Thereby, existing problems are also frankly pointed out.
Information transparency
At the 9th Session of the 8th City People's Council, the assessment of the Standing Committee of the Hue City People's Council showed that the supervision work demonstrated the spirit of "saying goes hand in hand with doing". Not only was the method innovated, the supervision activities were also "enhanced" in content. The People's Council committees proactively developed specialized supervision reports for each field.
One of the notable innovations in monitoring activities is that the Hue City People's Council focuses on transparency of monitoring information. The results of surveys, monitoring, and voters' recommendations are made public, helping people promptly grasp the effectiveness as well as the roadmap for resolving recommendations from functional agencies. Along with that, the spirit of accompanying monitoring is gradually taking shape.
Mr. Tran Anh, Secretary of the Party Cell of The My B. Residential Group (Phong Phu Ward, Phong Dien Town) shared: "At many meetings with the people, voters' petitions were presented to higher-level leaders, but what voters want is how the results will be resolved."
According to the Standing Committee of the City People's Council, in recent times, the Hue City People's Council has attached great importance to working with the government and people to resolve problems from the root. Field surveys, working directly at the grassroots level, listening to commune and ward officials and local people speak frankly and honestly... have become an indispensable part of the decision-making process. This is demonstrated through monitoring the response to voters' petitions at regular meetings.
“To promptly and satisfactorily resolve voters’ petitions, the People’s Council delegations need to improve the quality of synthesizing, classifying, and handling voters’ opinions. The City People’s Committee also needs to direct agencies, departments, and branches to effectively resolve the opinions and petitions that have a plan, roadmap, and time for resolution, striving to complete, ensuring that the promises to voters are kept,” Vice Chairman of the City People’s Council, Mr. Ha Van Tuan, proposed at the 9th Session.
In 2025, the Provincial People's Council will continue to implement the supervision program in a focused, key and practical manner. The focus is on supervising the implementation of 3 national target programs, questioning and answering questions at two regular meetings... Supervision of national target programs does not stop at the aspect of checking disbursement progress or investment efficiency, but more importantly, assessing the actual impact on people's lives. From there, bottlenecks in the operating mechanism, shortcomings in decentralization, authorization and formal manifestations in implementation at the grassroots level will be discovered. |
