From May, how will training cooperation with foreign countries be regulated?

The Ministry of Education and Training has issued Circular 07 regulating training cooperation between Vietnamese universities and foreign universities at the undergraduate, graduate and doctoral levels with new points to note.

This Circular takes effect from May 5, replacing Circular No. 38/2020 of the Minister of Education and Training regulating training cooperation with foreign countries at university, graduate, and doctoral levels in the form of online and direct combined online.

Accordingly, Circular 07 provides more specific and detailed regulations than Circular 38 on training forms for 3 levels, adding foreign language input content, teaching time of foreign lecturers, and diplomas and graduation certificates...

Doctoral training must have 70% direct workload.

Specifically, there are 3 forms of training cooperation. The first is direct training cooperation, which is implemented with a maximum of 30% of the total volume of the training program implemented through the online training system. That means at least 70% of the volume must be implemented directly.

Second, the online training linkage ensures that over 50% of the total training program volume is conducted through the online training system and only applies to university level.

Third is the direct training link combined with online training, ensuring that from 30% to 50% of the total training program volume is carried out through the online training system and only applies to university and graduate levels.

Thus, doctoral level research is only carried out in the form of direct training association, with at least 70% of the workload being carried out directly.

The enrollment quota for joint training with foreign countries is part of the total annual training quota of Vietnamese universities and is determined according to current regulations of the Ministry of Education and Training.

Regulations on foreign language input of joint training programs

The Circular stipulates that evidence of meeting the foreign language proficiency requirements of learners in entrance exams is one of the following four foreign language diplomas and certificates:

Foreign language certificates are issued by units licensed to organize foreign language proficiency tests and are recognized as equivalent to the levels of the 6-level Foreign Language Proficiency Framework of Vietnam according to regulations of the Ministry of Education and Training.

Foreign language proficiency certificates are legally organized exams in Vietnam or abroad and have been recognized by the Ministry of Education and Training as equivalent to the levels of the 6-level Foreign Language Proficiency Framework of Vietnam.

A bachelor's degree or higher in a foreign language issued by a Vietnamese university, with the learner's foreign language proficiency determined according to the 6-level foreign language proficiency framework for Vietnam.

A university degree or higher issued by a foreign university to graduates of full-time training programs abroad.

Foreign school lecturers teach at least 25% of the program

Vietnamese higher education institutions coordinate with foreign higher education institutions to specify in detail the enrollment plan, enrollment announcement, enrollment method, enrollment organization and admission recognition.

At the same time, it specifies in detail the organization of foreign language training and development courses so that learners can achieve the entry level foreign language level before teaching the main course...

Learners study full-time at a Vietnamese university or a foreign university according to a study plan issued before the start of the course. The organization of online classes must comply with the regulations of the Ministry of Education and Training and the foreign university on the application of information technology in online training.

Lecturers who are teaching the corresponding training program of the foreign university are in charge and responsible for organizing the teaching of not less than 25% of the total volume of the joint training program.

Issue both diploma and graduation certificate

Diplomas of joint training programs granted to graduates must ensure full rights as diplomas granted to graduates of corresponding training programs in the host country.

Vietnamese higher education institutions issue graduates of joint training programs with graduation certificates to be used alongside their diplomas upon request.

The certificate clearly states the information: name of the joint training program, form of joint training, training time in Vietnam and abroad, input foreign language level of learners according to Vietnam's 6-level foreign language proficiency framework, language used during the learning process, training level referenced according to Vietnam's National Qualifications Framework or the corresponding system of qualifications and diplomas of foreign university educational institutions in the host country.
