The Decision has the following basic and notable contents:

+ Development perspective : Development of construction materials (VLXD) in the province in this period and orientation must be consistent with the National Construction Materials Development Strategy, the Provincial Planning of the same period and other relevant planning; exploitation, processing and use of minerals as construction materials associated with sustainable development, ensuring socio-economic efficiency and environmental protection of natural landscapes, historical relics, scenic spots, etc.

Diversify investment forms, encourage economic sectors to participate in investing in developing the construction materials industry in the area, especially investment projects using modern technology of foreign investors, focusing on investing in developing a number of types of construction materials with high quality and economic value; evenly distribute the network of construction materials exploitation and production facilities in the area, suitable for existing raw materials; exploit, process and use minerals as construction materials to ensure supply-demand balance; promote the production of construction materials with high economic value...

+ Specific construction materials include: cement, tiles, paving stones, sanitary ceramics, construction glass, burnt clay bricks, unburnt materials ; roofing materials, construction stones; construction sand and gravel; filling materials; concrete; other organic materials and alternative materials used as construction materials in Nghe An.

+ The general objective is to focus on investing in developing the province's strong construction materials products, researching and developing the production of a variety of new construction materials products with high economic efficiency. Applying modern advanced technology to production to improve productivity and product quality; developing construction materials to ensure material sources for the construction of technical infrastructure works, developing the economy in the province, in the region and exporting products with competitive advantages, contributing to GRDP growth, enhancing the position of the construction materials industry in the province's economy; eliminating outdated construction materials production technology, wasting resources, causing environmental pollution.

+ Specific goals on investment, technology, exploitation, use of resources, environmental protection, products and export. Depending on each type of construction materials and each stage, the Provincial People's Committee has separate regulations on capacity, consumption norms of raw materials, fuel, technology standards and products in the Appendix issued with this Decision.

Specifically, for cement, limit new investment in cement production projects ; from now until 2030, maintain the total cement production capacity in the area at 13.6 to 14 million tons; cement factories with a capacity of less than 2,500 tons of clinker/day, consuming a lot of raw materials, fuel and energy must invest in depth, innovate technology...; similarly, for ceramic tiles, paving stones, construction glass and post-glazing products, fired clay bricks, unfired construction materials, roofing materials, construction sand, construction stone, filling materials, concrete, industrial lime, sanitary porcelain, some other types of construction materials such as ready-mixed dry mortar, Terrazzo tiles, gypsum boards, 3D panels, there are also specific regulations accordingly.

+ Plan and solutions : According to the document, the Provincial People's Committee proposed each group of solutions on perfecting mechanisms and policies; promoting market development and consumption; effectively and economically exploiting mineral resources; solutions on science and technology; solutions on human resources and environment; improving the effectiveness of state management on the development of construction materials.
