From today, April 22, Circular 05/2025/TT-BGDĐT of the Ministry of Education and Training regulating the working regime for teachers teaching at general education and university preparatory institutions takes effect. The Circular stipulates that each teacher cannot hold more than 2 concurrent tasks instead of having to do too many tasks as at present.
According to the new regulations on working hours, each teacher will not have to take on more than 2 tasks.

Ms. HT, a junior high school teacher in Hoang Mai District (Hanoi), said that for a long time, in addition to teaching, she had to work as a homeroom teacher, deputy head of the professional team, and in union work, etc. Not to mention that she was also assigned to do other non-professional work when there were "unexpected" activities of the locality or school; collecting insurance money and other contributions from students...
The situation like that of teacher HT is not uncommon. In many schools today, in addition to the main task of teaching and educating students, many teachers are often assigned additional positions in teaching, in union work or in other activities. These activities have no name but also "consume" a lot of teachers' time and effort.
Therefore, when the circular on the new working regime for teachers was issued, which clearly stated that teachers cannot hold more than two concurrent tasks, many teachers agreed.
Sharing with Thanh Nien, Mr. Le Tan Thoi, a teacher at Nguyen Dang Son Secondary School (Cho Moi District, An Giang), said that Circular 05 brings fairness to teachers. The new regulation will force a change in working mindset in schools because the work practice is resolved towards spiritual and material benefits for teachers.
When developing an educational plan, based on actual conditions, educational institutions will balance the number of teachers and the total number of teaching periods throughout the school year to have specific assignments for all members of the school.
According to Mr. Tan Thoi, the calculation of the number of teaching periods and other activities of teachers is the total of the whole school year, so the assignment of tasks must be specified and suitable to the actual situation to ensure the balance of the budget for the unit in paying overtime according to regulations as well as the working hours of teachers.
Teachers focus on professional work
Mr. Chu Quang Hung, Principal of Co Do Secondary School (Ba Vi District, Hanoi), expressed his opinion that with this new regulation, schools, especially small-scale schools and schools in rural areas, need to rearrange personnel and assign tasks reasonably.
The school will review the entire list of tasks assigned to teachers, including professional group leaders, homeroom teachers, union leaders, team leaders, library, equipment, information technology, general managers, steering committees, and clubs. Then, classify the tasks into: official tasks according to regulations, part-time tasks outside of teaching, ad hoc or seasonal tasks.
According to Mr. Hung, the arrangement should be such that each teacher does not take on more than two concurrent tasks. In case more tasks need to be assigned, there must be a document clearly stating whether the task is urgent or seasonal.
Some principals also said that Circular 05 will be a challenge for schools in the current context of teacher shortage. However, if well prepared and systematically implemented, schools will be able to recruit enough teachers according to regulations, creating improvements in the quality of education as well as increasing teachers' satisfaction with their jobs.
Sharing more about this content, the leader of the Department of Teachers and Management Staff (Ministry of Education and Training) said: "The regulation that each teacher cannot hold more than 2 concurrent tasks (including concurrent professional work, Party work, unions, other organizations and some other job positions) aims to reduce unnecessary pressure on teachers, helping teachers focus on professional work".
The Circular also stipulates that concurrent tasks, if already receiving remuneration or allowances, cannot have their teaching hours reduced or converted into teaching hours (except for concurrent tasks of head and deputy head of professional groups, concurrent tasks of head and deputy head of functional departments, concurrent tasks of party, trade union, and youth union work).
