New home, new joy
The road to Thuong Thon commune, Ha Quang, Cao Bang province is small and difficult to travel, the car swayed and groaned... the whole way. Ha Quang is a border district with many difficulties in Cao Bang province and was merged from two previously poor districts, Ha Quang and Thong Nong.
Ha Quang has 21 communes, towns and 195 hamlets with the vast majority being ethnic minorities living in remote, isolated and difficult areas of the province.
Thuong Thon Commune is one of 21 communes of Ha Quang District with more than 4,200 people, including the Nung and Mong ethnic groups. Currently, the commune has more than 69% poor households and 10% near-poor households.
In recent years, to improve people's lives, Cao Bang has invested heavily in technical infrastructure, implemented many solutions to support people, and built a project to support the elimination of temporary and dilapidated houses for poor households throughout the province...

After crossing the steep and slippery road, we arrived at Sy Dien hamlet and met Ly Van No and his family. In the house of about 100 square meters, which was just handed over in 2023, Mr. No shared with us about the days when it was sometimes sweltering hot, sometimes windy.
Mr. No's family consists of 10 members including his parents, Mr. No's wife and 6 children. The house was only about 40 square meters in size, so it was made from old, dilapidated planks, makeshift bamboo poles and fibro roofing sheets.
Every summer, the heat rises, the whole family is crowded in the hot, stuffy house, in winter the cold penetrates through the gaps in the wall, the cold wind blows through, the whole family huddles together, shivering to avoid the cold.
“The scariest days were when it rained heavily. The whole family ran around, from one corner to another, avoiding the rain pouring down from the roof and pouring in from the walls,” Mr. No recalled.
For Mr. No's family, the whole family only depends on a few fields of corn, not even enough to eat, let alone think about building a new house. Even though he is the pillar of the family, knowing that his parents, wife and children are in difficult circumstances, Mr. No does not know what to do.
Prosperity from solid houses
Faced with the difficult circumstances of Mr. Ly Van No's family, the local government came down to survey, grasp their thoughts and aspirations, and promptly had policies to support the family in building a new house to stabilize their lives.
The new house was built from wooden pillars, with a spacious, airy corrugated iron roof. The children were playing and jumping around. Mr. No couldn't help but be moved and shared that in 2023, the day he received the house, the whole family was happy.
Ms. Duong Thi Dau, Mr. No's wife, could not hide her joy: "My family only works on the fields, collects firewood and grass for the cows. With the support of the staff, we can build a solid house, otherwise we would not have money to do it."
“In the old house, the roof would fly off when the wind was strong, and the whole family was scared. Now in the new house, the wind and rain are normal, we feel secure and not afraid. I am very happy to have finished the new house and am very grateful to the staff,” said Mr. No.

In addition to supporting the construction of new houses for poor households and disadvantaged families, local authorities also pay great attention to the issue of creating livelihoods, helping people to eliminate hunger and sustainably reduce poverty.
Mr. No's family received 40 million VND from the government and benefactors to build a new house, buy buffalo and cows for breeding, and receive production guidance to create a sustainable livelihood. While cutting grass for the buffalo and cows to eat, Mr. No happily shared that the family is about to have another calf. His family has also bought a motorbike and an electric fan, making life much more comfortable than before.
Not far from Ly Van No's house, the family of Sung Van Dinh, 27 years old, Mong ethnic, with 6 members, has also built a new, solid house for nearly 2 years after receiving support of 50 million VND. Now, with a new, spacious house, Dinh and his wife can rest assured to grow corn, raise buffaloes and cows, and increase production.
“My house is dilapidated, so the government supported me to build a new house. Before, it was a wooden house with a tiled roof, so it was completely ruined. Now that we have a new house, my family can do business with peace of mind,” Dinh shared.
And not only Mr. No's family and Mr. Dinh's family, but also Mr. Hoang Van Sy's family in Lung Mum hamlet, shared the joy of having a new house and receiving economic development support from the Party, State and government.
Mr. Hoang Van Sy, a Mong ethnic, said that from 2010-2016, his family was supported with loans from the Policy Bank to buy plants and seeds, helping him and many people in the village to change the crop structure to growing hybrid corn, raising buffaloes, cows, pigs, chickens, etc. This helped Mr. Sy's family and many other households escape poverty, and their economy gradually improved.

“For about 10 years now, thanks to the Party, the State and local authorities, my family has escaped poverty,” Mr. Sy said emotionally.
Accordingly, Mr. Sy's family can borrow up to 100 million VND with an interest rate of 0.55%. This is a loan program through the Policy Bank of Ha Quang district, in which poor households can borrow up to 100 million VND.
Along with that, the job training program in the National Target Program also implemented a loan of 100 million VND/household. Basically, people have access to the right capital to improve water resources and develop livelihoods and jobs.

Deployed since 2021, up to now, the Program to eliminate temporary and dilapidated houses in Ha Quang district (Cao Bang province) under the Project "Housing support for poor and near-poor households in poor districts under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025" in the district has supported the elimination of more than 1,500 temporary and dilapidated houses; helping people have more spacious, safe and cozy houses during the rainy and winter seasons. From this bright spot, the program has been expanded throughout the province.
In addition to supporting the repair and construction of new houses, the local government also pays special attention to creating livelihoods, helping people to eliminate hunger and sustainably reduce poverty; striving to turn Ha Quang into a poverty-free district by the end of 2025.
