According to the Ha Long Bay Management Board, the ban on watercraft operations here is to ensure the safety of kayakers. This is one of the areas that has just been planned as a permitted recreational area on Ha Long Bay.

Recently, the situation of fishing boats and motorized boats frequently anchoring and traveling in the Cua Van fishing village area poses a potential risk of collision and accident with recreational vehicles such as kayaks and rowboats.

Even at the end of August, when the functional forces of the Ha Long Bay Management Board were patrolling to remind illegally anchored boats, they were opposed and prevented by some fishermen, leading to a fight.

To warn boats, from November 1, the Ha Long Bay Management Board will release buoys to demarcate and prevent vehicles from entering the entertainment area announced by the Quang Ninh Provincial People's Committee.

Along with restoring order, the Ha Long Bay Management Board is urgently repairing some items in the degraded Cua Van fishing village to serve tourists.
