On October 16, the Ministry of Finance issued Circular 63/2023/TT-BTC amending and supplementing a number of articles of Circulars regulating fees and charges to encourage the use of online public services.
This Circular takes effect from December 1, 2023.
Accordingly, from December 1, 2023 to December 31, 2025, the fee for issuing, reissuing, and exchanging driving licenses (national and international) when citizens submit applications online will be reduced to VND 115,000/time (instead of VND 135,000/time as present).
From January 1, 2026 onwards, the old fee collection rate will be applied according to the regulations in the Fee and Charge Rate Schedule issued with Circular No. 37/2023/TT-BTC.
This Circular also stipulates a reduction in passport issuance fees when submitting applications via the Online Public Service Portal, from December 1, 2023 to December 31, 2025, applying a fee rate equal to 90% of the current fee rate in Circular No. 25/2021/TT-BTC.
Accordingly, the passport issuance fee (including passports with electronic chips and passports without electronic chips): New issuance is 180,000 VND/issuance (currently 200,000 VND/issuance); Re-issuance due to damage/loss is 360,000 VND/issuance (currently 400,000 VND/issuance); Issuance of a certificate of personnel factors is 90,000 VND/issuance (currently 100,000 VND/issuance).
The new circular also reduces collection rates and fees for construction license issuance, architect practice certificate issuance, citizen information verification fees, etc.
Specifically, in case an organization submits an application for a license to use industrial explosives online: From December 1, 2023 to December 31, 2025, the fee rate will be 90% of the fee rate prescribed in Circular No. 148/2016/TT-BTC.
In case a public service unit or enterprise submits an application for an extension of the certificate of eligibility for occupational safety technical inspection activities online, the fee will be 90% of the fee specified in Point a, Section 1 of the Fee Schedule issued with Circular No. 245/2016/TT-BTC.
In case an organization or individual submits an application or dossier requesting the performance of industrial property protection work or services (including submitting an application for industrial property protection; granting a protection certificate, granting a certificate of registration of an industrial property transfer contract; maintaining, extending, terminating, or revoking the validity of an industrial property protection certificate; granting a certificate of practice for industrial property representation services, publishing, or registering industrial property representation) online, the fee rate shall be 50% of the fee rate specified in Section A of the Schedule of industrial property fees and charges issued together with Circular No. 263/2016/TT-BTC.
In case organizations and individuals submit applications for a license to conduct radiation work, a certificate of registration for atomic energy application support services or approval of a plan to respond to radiation incidents or nuclear incidents at the provincial or grassroots level online (except for administrative procedures under the national single window and ASEAN single window mechanisms), the fee rate shall be 90% of the fee rate prescribed in Circular No. 287/2016/TT-BTC.
In case an organization submits an application for a certificate of construction activity capacity, an individual submits an application for a certificate of construction practice, or a foreign contractor submits an application for a construction activity license online, the fee rate shall be 80% of the fee rate prescribed in Circular No. 38/2022/TT-BTC.
The fee for verifying citizen information and exploiting information results is 50% of the fee specified in Section I of the Appendix on fees for exploiting and using information in the National Population Database issued with Circular No. 48/2022/TT-BTC.
