From 1.7, how will DNA and voice be collected into identity data?

Since July 1, the ID Law has been in effect. When applying for an ID card, in addition to the required information (photo, fingerprints, iris), people can provide DNA and voice information for the police to update (on demand, not mandatory) into the data system.

From July 1, the Identity Law will officially take effect.

Providing detailed regulations on the above content, Decree 70 clearly states: citizens request to collect and update biometric information on DNA and voice directly at the identity management agency or via the national identification application.

Biometric information on DNA and voice must be tested, analyzed, and created by agencies and organizations that meet the standards and technical regulations guided by the Ministry of Public Security. At the same time, the information created must ensure the legal value of the data message; ensuring the unique identification of that citizen in the Identity Database.

In the coming time, the identity management agency of the Ministry of Public Security will preside over and coordinate with the health management agency and relevant agencies to publicly announce the list of agencies and organizations that meet the above conditions.

What are the steps in the DNA collection process?

Regarding the DNA collection procedure, citizens in need need to submit an application to collect and update biometric information about DNA into the ID database to the ID management agency.

The application file includes: application form for handling identification procedures; legally valid papers and documents authenticating the results of testing, analyzing, and storing biometric information about DNA of agencies and organizations on the list announced by the Ministry of Public Security (if any).

In case the citizen's DNA biometric information is already in the information system of an agency or organization on the list announced by the Ministry of Public Security, within 7 working days from the date of receiving the citizen's request, the identity management agency is responsible for coordinating to check, compare and authenticate to ensure the accuracy of the information before collecting and updating it into the Identity Database.

In case there is no information about DNA in the information system of the agency or organization on the list announced by the Ministry of Public Security, the identity management agency shall notify the citizen in writing, clearly stating the reason and instructing the citizen to collect and update biometric information about DNA into the information system of this agency or organization.

How to collect voice?

Regarding the order and procedures for voice collection, citizens who have a need need to submit a request to collect and update voice biometric information into the Identity Database to the identity management agency.

The application file includes: application form for handling identification procedures; legally valid papers and documents authenticating the results of voice collection, analysis and storage of agencies and organizations on the list announced by the Ministry of Public Security (if any).

In case the citizen's voice biometric information is already in the information system of an agency or organization on the list announced by the Ministry of Public Security, within 7 working days from the date of receiving the citizen's request, the identity management agency is responsible for coordinating to check, compare and authenticate to ensure the accuracy of the information before collecting and updating it into the Identity Database.

In case the citizen's voice information is not yet in the information system of the agency or organization on the list announced by the Ministry of Public Security, the identity management agency shall directly collect biometric information about the voice to update the Identity Database. At the same time, the citizen must have a written commitment to ensure that his/her health is normal and does not affect his/her voice.
