6 cases of driver's license revocation
Circular 05/2024/TT-BGTVT amends a series of circulars related to road transport, road transport support services, vehicles and drivers, effective from June 1, 2024. In particular, it stipulates cases of driver's license revocation, including:
Committing fraudulent acts to obtain a driver's license such as false declaration of age, health, or using documents that are not in accordance with regulations.
Erasing or falsifying information on the driver's license: Those who violate this will not be granted a license for 5 years. If they want to reissue a license, they must study and take the test as if they were first issued a driver's license.
Letting someone else use your driver's license: This is a new case compared to before. When discovered, your driver's license will be revoked. If you want to get it reissued, you must study and take the test again.
Issuing driving licenses to unqualified people: In which, the person granted a driving license may not meet the conditions such as not being old enough, not being healthy enough...
When there is an error in the information on the driver's license. Information that may be incorrect includes information about full name, date of birth, nationality, place of residence, driver's license class...
When the driver was found to have drugs in his body through a medical examination.
In addition, violators must be held responsible before the law and will not be granted a driver's license for 5 years from the date of discovery of the violation. If there is a need to re-issue a driver's license, they must study and re-take the test as in the case of first-time driver's license issuance.
Driving test does not require concentrated theory study
Circular 05 also stipulates that people who need to be granted a driving license for cars and motorbikes of all classes can choose one of the following forms of theoretical study: Concentrated at a training facility; concentrated at a training facility combined with distance learning, self-study with guidance; distance learning, self-study with guidance.
Mr. Luong Duyen Thong, Head of Vehicle and Driver Management Department (Vietnam Road Administration) said that this decision is in line with the vocational training regulations of the Ministry of Labor, War Invalids and Social Affairs. At the same time, it also creates favorable conditions for learners, suitable for the application of information technology in training but still closely manages the learning process of learners.
Accordingly, students must register to choose the form of study with the center - the place to register for training and driving license testing. For the form of distance learning, self-study with guidance, the training facility must develop a plan, training software, training content, and student management plan for enough time to report to the Department of Transport before organizing the training.
For students, they must study enough time, content, and training program to be able to take the final exam and be considered for a certificate.
Cars exempted from first inspection will have to pay a fee to prepare the application.
Circular 11 of the Ministry of Transport, effective from June 15, regulates the price of vehicle documentation services for motor vehicles exempted from first-time inspection and the service of reprinting inspection certificates and inspection stamps for motor vehicles.
Accordingly, vehicles exempted from first-time inspection must still have vehicle records prepared with the following service fees:
Price for filing a file for a vehicle exempted from inspection for the first time: 46,000 VND/vehicle; Price for reprinting inspection certificates and inspection stamps: 23,000 VND/time/vehicle. This price includes the cost of organizing the collection of fees for issuing technical safety and environmental protection inspection certificates but does not include VAT.
In addition, organizations and individuals provided with this service must pay the service price to the inspection unit according to the above price.
