Smart broadcasting is an inevitable trend of localities. Switching to smart broadcasting has been contributing to building a smart infrastructure system, improving the quality of information and propaganda at the grassroots level.
Hoang Dao commune's social and cultural officials operate the computer broadcasting system.
Hoang Dao Commune is one of the localities in Hoang Hoa District piloting the installation of information and telecommunications technology (or smart radio) broadcasting under the Project "Digital transformation of grassroots radio systems in communes building new rural areas in Thanh Hoa Province in 2021". From 2022, the commune's smart radio system will start operating synchronously with 11 loudspeaker clusters installed in 7 villages. The loudspeaker system is set to automatically broadcast at around 5 am and 5 pm from Monday to Saturday every week. The loudspeaker system will relay programs from Voice of Vietnam, district radio stations and finally the programs and announcements of the commune.
Cultural officer of Hoang Dao commune Nguyen Dinh Thiet said: The commune's information technology-telecommunications broadcasting system has been invested with over 260 million VND. Compared to the old system, the smart broadcasting station is simpler to manage and operate, easier to use, and saves more time and human resources than the old loudspeaker system. The manager and operator of the broadcasting system can monitor and operate the broadcasting transceiver cluster equipment and detect broken/inactive equipment remotely. There is an automatic reading system, an automatic date and time setting mode for the broadcast relay schedule, good relay quality, and clear sound.
Implementing the digital transformation program, Minh Tan commune (Vinh Loc) has applied information technology to all areas of life, production and business. In particular, the commune has focused on investing and using the commune's smart radio system. Because listening to information from the loudspeaker system has become a habit of many people. For example, Mr. Trinh Van Thao, head of village 9 of Minh Tan commune, has maintained the habit of listening to information through the commune's loudspeaker system for many years now in the early morning and late afternoon every day. Thereby, he has grasped the information, current events, outstanding politics that take place every day or the directions and operations of the local government or outstanding local events.
Mr. Trinh Van Thao shared: The loudspeaker system not only helps people grasp information in a timely manner but also praises and encourages local emulation movements. The conversion to a smart loudspeaker system helps people access information technology and participate in the digital transformation process in general.
Ms. Le Thi Huong, a cultural and social officer of Minh Tan commune, said: Since July 2024, the entire Minh Tan commune has installed a public address system applying information technology - telecommunications with 7 speaker clusters, each cluster has 3 speakers covering 8 villages in the commune with a total cost of more than 430 million VND. The smart public address system is more compact and simpler to operate than the wired public address system, and the operator can manage and control it remotely. In particular, the smart public address system has an automatic reading mode from word documents to voice, which helps the public address system manager reduce pressure and handle work faster and more effectively.
Not only Minh Tan or Hoang Dao communes, but many localities in the province have installed radio stations applying information technology - telecommunications. Because this is an inevitable trend in the era of applying science and technology and digital transformation.
To carry out digital transformation in the grassroots broadcasting system, Thanh Hoa province has issued and implemented many decisions, programs and projects such as: Decision No. 3668/QD-UBND on approving the list, list, detailed estimate and contractor selection plan for the Project "Digital transformation of grassroots broadcasting system in communes of new rural development in Thanh Hoa province in 2021"; Resolution 500/NQ-HDND deciding on the investment policy of the Project to build and deploy a smart broadcasting system for the People's Committees at district and commune levels in Thanh Hoa province in the period of 2024-2027... According to the programs, many localities have been invested in deploying smart broadcasting systems. In addition, many localities have also proactively funded and connected with units to proactively deploy smart broadcasting systems.
According to statistics from the Department of Information and Communications, as of June 2024, the whole province has 55 communes that have installed radio stations using information technology - telecommunications. Smart radio system is a radio system that uses information technology - telecommunications to transmit signals on internet telecommunications infrastructure instead of transmitting via FM waves or wires. Each smart radio system is equipped with a computer, microphone, internet radio transceiver, and speaker cluster. Smart radio systems have advantages over conventional radio systems, such as centralized management and operation, synchronized usage data, easy checking of speaker cluster operations, and remote control.
It can be seen that the smart broadcasting system has been gradually improving the quality of content and methods of information transmission at the grassroots level. At the same time, the implementation of smart broadcasting also contributes to accelerating the digital transformation process in information and propaganda work at the grassroots level, contributing to the effective and sustainable construction of smart new rural areas.
