Regarding the ring that sold nearly 4,000 fake cars as new ones to the market, on January 24, the Office of the Criminal Police Department (PC01) of Ho Chi Minh City Police announced that it had just issued a wanted notice for Nguyen Huu Oai (40 years old) and Nguyen Huu Nhu (34 years old, both residing in Binh Chanh District). Accordingly, the defendants Oai and Nhu were prosecuted by PC01 for fraud and property appropriation.

According to PC01, any citizen has the right to arrest and escort wanted subjects to the nearest police station, people's procuracy, or People's Committee. Previously, on December 15, Ho Chi Minh City Police prosecuted and temporarily detained Bui Van Tan (40 years old, residing in Hoc Mon District) and Nguyen Trung Thong (both residing in Ho Chi Minh City) to investigate and clarify their acts of fraud, appropriation of property, deceiving customers, and harboring and consuming property obtained by others through crime.
Ho Chi Minh City Police said that through reviewing the work of registering and issuing license plates for motorbikes, the working group of Ho Chi Minh City Police and the Ministry of Public Security discovered some new vehicle records, issued for the first time, with signs of grinding and re-engraving the engine numbers and frames, so they were temporarily detained.
Police documents determined that since 2021, Tan has colluded with others to purchase motorbikes of unknown origin and without papers at pawnshops and social networks.
To legalize, Tan purchased motorcycle factory quality inspection certificates for VND500,000 - VND1 million/certificate. Then, Bui Van Tan brought the motorcycles of unknown origin to Phat Dat repair shop (in Binh Chanh District) owned by Nguyen Huu Oai and Nguyen Huu Nhu to hire them to grind and re-chisel the new frame and engine numbers to match the frame and engine numbers on the factory quality inspection certificates of the previously purchased motorcycles for a fee of VND1 million/motorcycle.

Bui Van Tan continued to direct the technical staff of Tan Tien 1 and Tan Tien 2 stores to refurbish the above motorbikes into "used" and new motorbikes to sell to customers with a commitment to ensure vehicle registration for customers. Bui Van Tan directed Nguyen Trung Thong to contact brokers to provide motorbike registration services.
Police determined that Tan had sold nearly 4,000 motorbikes to customers in many provinces and cities across the country. In 2023 alone, Tan's two stores sold 1,500 motorbikes, earning a profit of about 15 billion VND.
Currently, PC01 is investigating and expanding the network that sold nearly 4,000 fake cars as new cars to the above market.
