Many parents are confused when asked to declare their students' place of birth and hometown as required by the school, and wonder if it is necessary to declare on paper when the whole country is promoting digital transformation.

Confused about declaring place of birth and hometown

From the beginning of April 2024, Hiep Binh Chanh Primary School (Thu Duc City, Ho Chi Minh City) will issue student information declaration forms to parents. This form is also applied to other localities.

In the declaration form, parents are required to fill in two parts of information: student information and student family information. In the student information section, the request form provides 14 items. Some of these items are very detailed and parents do not know how to fill them out correctly.

Specifically, in the "place of birth" section, the declarant must declare the place of birth at 3 levels: ward/commune, district/county, province/city. In the "hometown" section, the declarant must declare at 4 levels: village/hamlet/quarter; commune/ward; district/county; province/city.

Mr. LDQ, whose child is in grade 3 at Hiep Binh Chanh Primary School, wondered: "Is the place of birth information really the place of birth registration or the place where the child was born? If the place of birth is where the child was born, it will be associated with the medical facility or hospital."

Mr. LDQ said he still decided to declare his place of birth as the place of birth registration in Hiep Binh Chanh Ward, Thu Duc City, Ho Chi Minh City. At the same time, in the hometown information section, he declared to 3 administrative levels including commune, district, and province according to the information on the citizen identification card. "I completed the declaration and had my child submit it to the school and have not received any feedback on whether the declaration is correct or not," said Mr. LDQ.

Asked to declare information for his child who will be entering 6th grade next year, Mr. TQK, whose child is studying at an elementary school in Phu Nhuan district, also wondered whether the "place of birth" section should record the place where the child was born or the place where the birth was registered?

In the "hometown" section, Mr. K. said he only declared 3 administrative levels. "The lowest level is village/hamlet/quarter, which is very difficult, because the locality I live in has changed its name and administrative boundaries, now I don't know how to correctly record such a small administrative level...", he said.

Form to update national population data?

According to Mr. LDQ, the homeroom teacher asked parents to complete the student information declaration form to update the national database.

"While we have declared full student information, including personal identification numbers, since the beginning of the school year, we continue to declare them. I don't know if this is really necessary when the whole country, all levels, and all sectors are promoting digital transformation andeducational institutions can exploit student information from personal identification numbers...", Mr. LDQ said.

Some parents said their children had been asked to provide information like this many times.

Mr. Nguyen Thai Vinh Nguyen - Head of the Department of Education and Training of Thu Duc City, Ho Chi Minh City - said that Hiep Binh Chanh Primary School requires students to declare information as part of the data review work of the education sector deployed throughout the city. The form that the school is using is also the form of the data system.

"The industry needs this information form. The next times will only be an update form if there are any changes," Mr. Nguyen affirmed.

Speaking to Tuoi Tre Online , a judicial official said that requiring information on hometowns to be declared at 4 levels is inappropriate. Because according to legal regulations, local government organizations only have 3 levels.

"Even the citizen identification form managed by the police only requires declaration of hometown at 3 administrative levels. It is unclear on what basis the above form requires declaration at 4 levels," he said.

Regarding the place of birth information section, the judicial officer said that currently, the information declaration forms have a form for recording the place of birth, and a form for recording the place of birth registration linked to 3 administrative levels.

"It is unclear whether the educational institution used the birth place declaration form to mean the place of birth or the place of birth registration. Perhaps the information about the place of birth registration is more reasonable. But it is not excluded that the declaration form needs information about the place of birth to supplement the population data...", the judicial officer said.
