Recently, on Facebook, information appeared reflecting that Thuong Quan Primary School (Kinh Mon Town) implemented the collection of voluntary contributions but in a "forced" manner.
The Department of Education and Training of Kinh Mon Town has reported on 14 collections of Thuong Quan Primary School, comparing the reported figures with the actual figures the school planned to collect and has collected.
Specifically, the school was reported to have called for support for facilities (desks and chairs) for first grade at 400,000 VND. However, in reality, the school mobilized 700,000 VND/student (to buy desks and chairs for first grade, repair floors, and repair electrical lines for first grade classrooms).
Regarding this collection, the school is seeking parents’ opinions to report to local leaders and the Department of Education and Training of Kinh Mon Town; it has not yet received funds or materials. In addition, the school was reported to have called for support of 700,000 VND/student for the collection of entrance facilities for the first grade boarding school.
But in reality, the school only called for support of this amount of 400,000 VND/student (including mattresses, fans, air conditioners and beds). Regarding this revenue, the school is consulting parents to report and has not received any financial or material support.
Next, the school was reported to have called for support for the first grade entrance fee of 400,000 VND/student. The school affirmed that this content was not included in the collection plan and the reported information was incorrect.

Regarding the collection of school supplies, the school was reported to charge 350,000 VND/student. However, Thuong Quan Primary School confirmed that the parents asked the homeroom teacher to buy the students the tools: boards, markers, clay, craft paper... for the amount of 265,000 VND/student and had completed the purchase.
For drinking water, the school was reported to collect 100,000 VND/student, but in reality it only collected 63,000 VND/student; for notebooks, the school was reported to collect 157,000 VND/student, but in reality it only collected 126,000 VND/student.
In addition, the school was reported to collect 120,000 VND/student for school cleaning, but in reality, it only collected 100,000 VND/student.
The school's class fund was reported to be 200,000 VND/student, but this was collected by the Parents' Representative Committee. The Department of Education and Training of Kinh Mon Town inspected and requested that it be returned to the parents.
According to the report of the Department of Education and Training of Kinh Mon Town, there are 5 reports on social networks about the collection of fees that are not in accordance with reality that Thuong Quan Primary School is implementing.
Regarding the content of the call for support for first grade entrance, the school is collecting parents' opinions to report to local leaders and the Department of Education and Training.
Regarding the feedback, the Department of Education and Training requested Thuong Quan Primary School not to implement the campaign (call for support) without approval from competent authorities.
The Department of Education and Training of Kinh Mon Town requires Thuong Quan Primary School to report to local leaders before implementing collection and contribution; publicize the collection and implement according to regulations (if collecting periodically, it must have the consent of all parents); do not implement temporary collection.
