Primary schools stop collecting fees for 'clubs' teaching extra subjects

The Department of Education and Training of Buon Ma Thuot City (Dak Lak) has just reported that a local primary school organized a 'club' to teach extra subjects and life skills to students for a fee of 130,000 VND/month.

On April 4, Mr. Nguyen Huu Luat, Head of the Department of Education and Training of Buon Ma Thuot City, said that the unit had sent a written report on Hoang Hoa Tham Primary School (Buon Ma Thuot City) opening a "club" to teach extra subjects in the program for a fee.

Specifically, in the 2024-2025 school year, Hoang Hoa Tham Primary School will organize clubs for students after school hours on a voluntary basis.

Accordingly, the club is organized in the fourth classes (afternoon) to enhance life skills education for students, develop gifted subjects, improve comprehensive education for students according to the 2018 General Education Program and according to the guidance of the Department of Education and Training on implementing tasks for the 2024-2025 school year for primary education.

According to parents' feedback, Hoang Hoa Tham Primary School (Buon Ma Thuot City) organized a "club" to teach extra subjects in the program, charging students money.

Hoang Hoa Tham Primary School has developed a plan to organize clubs, including: Math for Children, I Love Vietnamese, Life Skills and English based on the voluntary spirit of students. The total number of participating students is 984/993 students in the whole school (71 students with difficult circumstances are exempted from fees).

The school board prepares a dossier to request approval and is approved by the Department of Education and Training. The dossier on organizing the clubs is fully archived by the school, including: application form from parents, minutes of parent meetings of each class showing consensus, organization plan, proposal for approval, consent documents from management levels, etc.

Implementing regulations on extra teaching and learning, the Department of Education and Training directed the implementation of Circular 29/2024/TT-BGDDT of the Ministry of Education and Training (from February 2025), school clubs are still organized as planned but temporarily stop collecting money to wait for instructions and guidance from all levels on organizing official after-school clubs according to parents' needs.

On the same day, speaking with Thanh Nien , Mr. NLHP, deputy representative of parents of Hoang Hoa Tham Primary School (Buon Ma Thuot City), said that the homeroom teachers of each class had announced that from April 8, they would temporarily stop teaching the club (4th period in the afternoon) until there was a directive from superiors.

"Starting from April 9 or the following days, parents can come to the school's treasury to receive the money they have paid into the club from February to May (for parents who have already paid). This is the information I received from the homeroom teacher," said Mr. P.
