That is Mr. Vo Minh Tim (35 years old), Head of Village 1, Dien Phu Commune, Dien Khanh District, who has donated blood 60 times and actively encouraged relatives, members of the Farmers' Association, Youth Union members, and youth to participate.
We met Mr. Vo Minh Tim when he and the village association and union officials went to each household to propagate, support and guide people to integrate documents into the VNeID application. Wherever he went, Mr. Tim patiently explained so that people could clearly understand the practical benefits of this integration. Together with the association and union officials, he actively supported and guided people to proactively perform the steps to install and integrate documents on smartphones. Village 1 has more than 630 households, with over 2,600 people living there. "Since March, we have divided into small groups, from 5:00 p.m. to 7:00 p.m. every day, going to each household to propagate, mobilize and support them to implement" - Mr. Tim shared.

Elected as Village Chief since December 2024, concurrently as Head of the Farmers' Association of Village 1, he was still quite young and inexperienced, so he initially encountered difficulties. However, he has always tried his best for the common work, contributing to the deeper movements of the village. Along with that, he also promoted the advantages of a dynamic, creative young person and his understanding of technology, proactively establishing a community zalo group. Thanks to that, he was very convenient when deploying activities to the group, promptly grasping information reflecting from the people. In addition, in his position as Head of the Farmers' Association of Village 1, he regularly guides people to apply science and technology in production; supports and guides members to borrow preferential capital sources for economic development investment. Thereby, many members have developed economic models, improving their lives.
Mr. Tran Van La in village 1 said: “As a young village chief, Mr. Vo Minh Tim is very agile and enthusiastic in his work. When we have problems with paperwork and procedures, we are always enthusiastically supported and guided. At the same time, he always listens to people's opinions and reflects them fully and promptly for competent authorities to resolve. He is also very proficient in information technology, so when implementing activities, it is very fast and convenient, typically guiding people to integrate documents into the VNeID application. Thanks to Mr. Tim's specific instructions, currently, most of my necessary documents have been integrated into the application, making it very convenient to go anywhere."
Mr. Tim is also a typical example in the blood donation movement in Dien Khanh district. As of April 2025, he has participated in blood donation 60 times. The first time he participated in blood donation was 15 years ago. In addition to participating in the district's blood donation team, he is also a member of the Platelet Donation Club of the Provincial Hematology and Blood Transfusion Center. From 2010 to now, he has always been ready to "go when the patient needs it". Mr. Tim shared: "I remember, around 2017, while I was at work, I received a phone call from the center calling to inform me that a patient urgently needed platelets. When I arrived, I realized that the patient in need of platelets was from the same commune, the patient's mother held my hands tightly, and kept thanking me. At that time, I told myself to try to donate more blood and platelets to save the patients in need". Besides, he also actively mobilized his family members, many farmers, union members, youth and people to actively participate. Since then, many local people have enthusiastically participated in the voluntary movement, contributing to spreading the voluntary movement in the commune, especially the union members and youth.
For his contributions, in 2023, Mr. Vo Minh Tim was awarded the "For Humanitarian Cause" Medal by the Central Committee of the Vietnam Red Cross Society; in 2024, he and his family were awarded a certificate of merit by the Central Committee of the Vietnam Red Cross Society and many certificates of merit from the Provincial and Local Hematology and Blood Transfusion Center and the Provincial People's Committee.
