Pham Ngoc Thach University of Medicine, Ho Chi Minh City collects tuition fees in violation of regulations.

According to the inspection conclusion, in recent years, Pham Ngoc Thach University of Medicine has trained and contributed to supplementing highly qualified medical personnel to serve the cause of protecting, caring for and improving people's health. However, in 2022 and 2023, the school still has some limitations, shortcomings and violations.

Typically, the school's tuition fees for the 2022-2023 school year increased compared to the 2021-2022 school year, while Resolution 165 dated December 20, 2022 of the Government stipulates: " For tuition fees of publicuniversities and vocational training institutions: keep the tuition fee level for the 2022-2023 school year stable at the same level as the tuition fee level for the 2021-2022 school year issued by the educational institution according to the provisions of Decree No. 81/2021/ND-CP ". The school has not yet refunded the adjusted tuition fee to students.

Pham Ngoc Thach University of Medicine used the reward fund, welfare fund, and career development fund in violation of regulations. Of which, the reward fund was used for welfare activities with an amount of 104.7 million VND; the welfare fund was used for social activities, career development activities, income supplementation, and other activities in 2022, which was more than 443.6 million VND, and in 2023, which was more than 42.7 million VND; the career development fund was used to pay for expenses incurred at the medical testing center in 2022, which was more than 83 million VND, and in 2023, which was more than 1.5 billion VND.

In addition, the school has some shortcomings in financial disclosure, accounting for revenue sources, expenditures, and making advances and refunding advances later than prescribed. There are shortcomings in the payment and refund documents when there is no plan, quotation, or economic contract. The school's request for advance payment does not follow the prescribed form, does not clearly state the time of advance payment, or the advance payment invoice. The school also does not reconcile debts according to the provisions of the Accounting Law.

In addition, Pham Ngoc Thach University of Medicine is using the school's premises as a parking lot for students and a library without approval from competent authorities.

With the above violations, the Ho Chi Minh City Inspectorate recommends that the Ho Chi Minh City People's Committee direct the principal of Pham Ngoc Thach University of Medicine to review the individuals and groups involved. Depending on the level of violations, appropriate disciplinary measures will be taken, and the limitations, shortcomings, and violations in the inspection conclusion will be corrected.
