The Chief Inspector of the Department of Home Affairs of Binh Duong province has issued Inspection Conclusion No. 08/KL-ĐTTTr on the implementation of legal regulations on organizational structure, staff management... at Thu Dau Mot University.
Inspection period from January 1, 2021 to December 31, 2023.
According to the Department of Home Affairs of Binh Duong province, the unit inspects the implementation of legal regulations on the organization of the unit; manages the payroll of civil servants and the number of employees in the unit; develops job position plans and signs and uses labor contracts in the unit.
Training and fostering for officials in the unit; appointment and re-appointment of leadership and management positions; emulation and reward work of Thu Dau Mot University.

The inspection conclusion clearly stated that regarding the organizational structure, the Chairman of the School Council and the Principal of the school issued decisions to establish, dissolve, and merge units belonging to and affiliated to the school that were not in accordance with the prescribed authority. At the same time, the unit did not fully implement the procedures for establishing, reorganizing, and dissolving organizations belonging to and affiliated to the school.
Regarding staff management, from 2021-2023, the school has attracted 11 cases, including 9 PhDs and 2 PhDs - main lecturers. To date, there is 1 case of resignation but has not served the required time.
The school then issued a decision to compensate for the attraction fee and the individual paid the full amount of compensation. However, the school did not follow the compensation procedures as instructed by the Department of Home Affairs.
Regarding the employment contract, for recruited employees, the salary scale, Thu Dau Mot University also did not comply with regulations...
The Inspectorate of the Department of Home Affairs of Binh Duong province also concluded the issue of compensation for training costs, from 2021 - 2023 at the school. Accordingly, there are 9 cases of going to school that must compensate for training costs, including 4 cases going to school under Project 911 funded by the Ministry of Education and Training (MOET); 5 cases were decided by the school to send for training and funded.
For the 4 cases funded by the Ministry, the school has completed the procedures to report to the Ministry of Education and Training and carried out the recovery as requested by the Ministry. Only 1 case has partially compensated the training costs, the remaining 3 cases have not yet been reimbursed.
For the 5 cases sent by the school to study, the school has also issued a decision to compensate for training costs and all 5 people have completed the reimbursement. However, the implementation of the reimbursement of training costs for these 5 cases without establishing a Council to consider compensation is not in accordance with regulations.
The implementation of legal regulations on appointment and reappointment of leadership and management positions during the inspection period was also not in accordance with regulations...
From the above conclusions, the Chief Inspector of the Department of Home Affairs of Binh Duong province requested Thu Dau Mot University to organize a review and clarify the responsibilities of individuals and organizations involved in allowing the above-mentioned shortcomings and limitations to occur...
Thu Dau Mot University wrongly collected more than 37 billion VND, returned to the budget
Previously, the state audit conducted an audit at Thu Dau Mot University in the period 2015-2021, discovering that Thu Dau Mot University collected fees in violation of regulations in the two school years 2020-2021 and 2021-2022, an amount of more than 37 billion VND.
Immediately after the state audit announced its conclusion, the People's Committee of Binh Duong province directed Thu Dau Mot University to refund to students (in case of failure to refund, it must be paid to the budget) the tuition fees collected in excess of the prescribed level.
After that, this school paid all the illegally collected money to the state budget.
The reason for not returning the wrongly collected money to students but submitting it to the budget was because at that time, the school was not yet autonomous, and the budget was still subsidized, so when the audit conclusion was available, the school submitted it back to the budget, the school leader shared.
