Regarding the arrangement of provincial and communal administrative units, Head of the Central Organization Committee Le Minh Hung said that in order to ensure the goal of arranging the apparatus of the political system to be streamlined, strong, efficient, effective and efficient; building governments at all levels that are close to the people, meeting the requirements of modern social governance, capable of effectively organizing and implementing the Party's policies into practice, having a strategic vision, ensuring the formation and expansion of economic, cultural and social development space and ensuring national defense and security in the new situation, the Central Executive Committee has discussed, reviewed, carefully considered, and reached a high consensus on the principles and criteria for implementing the arrangement of provincial and communal administrative units.

The determination of names and locations of political centers of the following provinces is arranged according to criteria such as natural area, population size, history, cultural traditions, ethnicity, geo-economics, geo-politics, national defense - security, foreign affairs; priority is given to merging administrative units located adjacent to mountainous areas, plains with coastal localities with the highest goal of expanding development space, meeting the orientation of rapid and sustainable development of the country in the new period.

The naming should be easy to identify, concise, have traditional and cultural values ​​and be agreed upon and supported by the local people. Priority should be given to using one of the names of the administrative units before the merger to name the new administrative unit; the political-administrative center of the new administrative unit should have a favorable geographical location, synchronous and convenient socio-economic infrastructure, connecting regions, in line with the socio-economic development orientation; consider choosing the political and administrative center of one of the current provinces as the new political and administrative center. After the new province has stably operated, it is possible to study the planning and choose to build new political and administrative centers that are reasonable and suitable.

Head of the Central Organizing Committee Le Minh Hung stated that, based on the above viewpoints, principles and criteria, the Central Committee has highly agreed and approved policies and orientations such as: organizing local government at two levels: provincial level (including provinces and centrally run cities) and communal level (including communes, wards, and special zones under provinces and cities); the number of provincial-level administrative units after the merger is 34 provinces and cities, including 28 provinces and 6 centrally run cities; expected names and political-administrative centers of provincial-level administrative units of 34 provinces and cities after the merger; agreeing to end the operation of district-level administrative units from July 1, 2025, after the 2013 Constitution and the Law on Organization of Local Government (amended) come into effect; Merging commune-level administrative units ensures that the country reduces the number of commune-level administrative units by about 60-70% compared to present.

The Central Committee and the Politburo convened the Standing Committees of the Provincial Party Committees, City Party Committees, and Party Committees directly under the Central Committee to focus on leadership, direction, and urgently develop a Project to rearrange provincial-level administrative units, not organize district-level units, and merge commune-level units according to the instructions of competent authorities. In which, based on local criteria and reality, proactively research, develop plans, and report to competent authorities to decide on the implementation of the rearrangement, names, and locations of commune headquarters, ensuring that commune-level governments are close to the people, reduce costs, and do not form miniature districts.

Regarding the organization of the Vietnam Fatherland Front and socio-political organizations and mass associations assigned by the Party and State, the Central Executive Committee agrees with the policy of arranging, streamlining and merging the Vietnam Fatherland Front, socio-political organizations and mass associations assigned by the Party and State at the central, provincial and communal levels; the arrangement and streamlining of the organizational apparatus must ensure close proximity to the grassroots and localities, taking care of the legitimate and legal rights and interests of the people and members of the organization.

The Central Executive Committee also agreed on the policy of ending the activities of civil servant unions and armed forces unions; reducing the level of union dues paid by union members; at the same time, the Politburo agreed on the policy of holding congresses of the Vietnam Fatherland Front and socio-political organizations right after the Party congresses at all levels.
