On the afternoon of April 6, Mr. Tran Tuan Anh, Politburo member, Head of the Central Economic Commission, and the working delegation of the Steering Committee for the Project to assess the implementation of Resolution No. 41-NQ/TW, dated July 23, 2015 of the Politburo on the strategic orientation for the development of Vietnam's oil and gas industry to 2025, with a vision to 2035, had a working session with provincial leaders.

Speaking at the opening of the working session, Mr. Tran Tuan Anh emphasized that in recent years, the Party and the State have always paid special attention to the oil and gas industry. Resolution 41-NQ/TW on strategic orientation for the development of Vietnam's oil and gas industry to 2025 and vision to 2035 was issued by the Politburo in 2015. In the context and new situation with many changes compared to previous forecasts, along with the urgent need to create conditions for the development of Vietnam's oil and gas industry, the Politburo assigned the Central Economic Commission to preside over and coordinate with relevant ministries, branches and agencies to develop a Project to assess the implementation of Resolution 41-NQ/TW to submit to the Politburo in the second quarter of 2023.

The implementation of Resolution 41 plays an important role not only for the oil and gas industry, but also creates opportunities for Ba Ria-Vung Tau province to break through and become a growth "pole", a center of the energy industry, processing industry, not only oil and gas but also wind power, offshore wind power as well as future energy types.
Ms. Nguyen Thi Yen, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, suggested that there should be a regulation on close coordination between the province and the oil and gas and electricity sectors, especially in construction and planning management. |
Therefore, the Head of the Central Economic Commission suggested 5 issues for discussion at the working session. The first is the results of implementing Resolution 41, related to the dissemination, organization of dissemination, results of institutionalization and implementation of the key tasks of the resolution at the local level. The second is clarifying the role and position of oil and gas in the socio-economic development of the province and the issues arising in developing this industry in the province; the coordination mechanism between the oil and gas industry and Ba Ria-Vung Tau province, from the development and implementation of planning and development plans for the oil and gas industry in the province, associated with planning on land use, water surface, urban traffic infrastructure. The third is infrastructure development, focusing on oil and gas technical infrastructure. Next is the participation of Ba Ria-Vung Tau in the development of renewable energy, especially wind power and offshore wind power. Finally, improve the business environment in the oil and gas industry, investment attraction policies and mechanisms, and select investors in the oil and gas sector in the province.

Reporting at the meeting, Mr. Mai Ngoc Thuan, Vice Chairman of the Provincial People's Council, reported on the implementation results of Resolution 41 of the Politburo in the province. Accordingly, the institutionalization of the resolution has been carried out synchronously and promptly, creating a complete, effective and efficient legal corridor; serving state management activities; contributing to ensuring energy security, socio-economic development, serving the people's daily life and production needs, being an important resource for the development of other sectors and fields, as well as ensuring national defense and security.

The goals according to the roadmap stated in Resolution 41 such as oil and gas exploration and exploitation, gas industry, oil and gas processing, oil and gas services, and electricity industry all achieved positive results.
The Provincial Party Standing Committee also focused on leading and directing the Party Committee of the Provincial People's Committee, relevant departments, branches, and units to closely coordinate with oil and gas enterprises located in the province to synchronously deploy solutions, policies, and mechanisms to effectively carry out the tasks set out in the Provincial Party Committee's Action Program.

At the meeting, the province also proposed that the Government soon issue a Decree guiding the implementation of the Petroleum Law, effective from July 1, 2023, which specifically stipulates the authority, functions, and tasks of coordinating the implementation of local state management.
Along with that, the province also has a number of proposals to the Central Economic Committee (the Standing Committee of the Steering Committee for the Project) such as: Considering advising the Politburo on developing offshore wind power, exporting directly to foreign countries, amending and supplementing Resolution 41 to suit reality and be consistent with the orientation and goals of developing renewable energy in Resolution 55 of the Politburo.

Review and advise the Politburo to consider suitable locations for investment in developing the oil refining industry, avoiding conflicts and affecting the development orientation of Vung Tau City according to Resolution 24/NQ-TW.
The Central Economic Committee and competent agencies develop mechanisms and policies to support the development of the renewable energy industry in the province.
